As a country with the largest carbon emission and energy consumption in the world,China has faced severe pressure on energy conservation and emission reduction.As a responsible country,China has formulated a series of policies and targets to promote the effective implementation of its related task.The key to this task lies in how to give consideration to both economic growth and carbon emission reduction,and allocate the target of carbon emissions reduction in a fair and reasonable approach.As one of the three major economic belts in China,the Beijing-Tianjin-Hebei(BTH)region has continuously made new progress in their coordinated development with the support of the national strategy,which laid a good foundation for promoting the cooperation of carbon emission reduction among BTH regions.In this context,based on the analysis for the current situation of energy consumptions,carbon emissions and coordinated development among BTH region,a regional carbon reduction allocation model in the view of cooperative development of BTH region was built,for not only setting a differentiated emission reduction target for three regions to promote its cooperative carbon emission reduction and low-carbon development,but also providing a reference for the research on regional carbon emission reduction distribution.The main contents of the article are as follows:(1)Based on the policy background and characteristics of BTH's coordinated development,the current situation and problems of coordinated development among BTH region are discussed.Secondly,the characteristics and differences of energy consumption and carbon emissions in BTH region are compared and analyzed.(2)Based on entropy method,an allocation model was constructed by calculating the emission reduction responsibility,emission reduction capacity and emission reduction potential in three regions of BTH,which served as significant allocation indicators for the initial distribution of the carbon emission targets in the BTH region.(3)Based on Shapley value method,the comprehensive profit function of cooperative emission reduction is constructed.By introducing carbon emission reduction connection and the five effects brought by coordinated development of BTH region,including the effect of the comparative advantage of industries,the effect of market integration,the economic radiation effect,the innovation effect and the coordinated effect of the population,economy and environment,the results of carbon emission allocation in the context of the coordinated development of the industry were obtained.The results showed that Hebei province was given a smaller incremental space for carbon emission under the initial allocation model.However,under the allocation model in the context of regional coordinated development,its incremental space for carbon emission was increased.Under two models,Beijing was supposed to take the largest emission reduction responsibility,implying the dominant position of Beijing in coordinated emission reduction among BTH region.Hebei Province still need to pay more efforts in energy saving and emission reduction in order to promote the carbon emissions reduction for the whole regions.
