In recent years,with the growth of the country's economic scale and the increase of energy demand,the long oil and gas pipeline project has been greatly developed.China National Petroleum Corporation takes responsibility for energy security,having established Pipeline Construction Administration Department in 2007,and having began to develop large scale pipe network construction management.From 2007 to 2016,Pipeline Construction Administration Department has invested 268.2billion yuan to build 30000 km pipeline.At present,the domestic main oil and gas pipeline network has been basically completed.In accordance of the management of government investment projects,the long distance pipeline project of China National Petroleum Corporation has applied the agent construction.As the agent-construction enterprise,has began to organize the long distance pipeline construction with the way of whole process agent construction since 2007.With the completion of some oil and gas pipelines,the management problems of the whole process agent construction have arising gradually,including the work cycle of feasibility study and approval work affects the progress of the project,the preliminary design is inconsistent with the actual situation,the actual requirements of the operation enterprise are difficult to realize in the process of construction,the local relations are difficult to coordinate,all kinds of problems concentrated before production,the operation enterprise does not receive the completed project for a long time after the project becoming fully operational.In order to adapt to the large-scale pipeline network construction,China National Petroleum Corporation has adjusted the whole process agent construction into the implementation phased agent construction since the end of 2010.The business list of the whole long distance pipeline project was reviewed in this paper.According to business ownership of responsibilities,the process changes in professional work under two kinds of the mode of agent construction was compared.Combined with the actual project case,various management problems in two kinds of construction mode was analyzed,as well as the improving performance of main work under the implementation phased agent construction summarized.The study shows that the feasibility study and approval work efficiency of implementation phased agent construction,compared to the mode of whole process agent construction has improved in the pre-project phase,preliminary design approval work becomes more smoothly,the number of problems have been drastically reduced in production condition inspection,the special acceptance and completion acceptance work have been more smoothly.Although the implementation phased agent construction has obvious advantages over the whole process agent construction,there are some problems such as the application requirements out of the standard design,and too long examination and approval cycle of the preliminary and change design.Based on the analysis of the causes of the problems,some suggestions for improving the management in the implementation phased agent construction of long distance oil and gas pipeline project are put forward in this paper,including formulating more detailed design standards of feasibility study,joint reviewing the preliminary design and the change design between the operation enterprise and Pipeline Construction Administration Department,direct approval of design scheme from Pipeline Construction Administration Department,participating of the operation enterprise in construction drawing review,deepening the preliminary design,performing the supervision function of the operation enterprise in the implementation of the project,and entrusting the custody responsibility to the operating enterprise by the construction enterprise,which can provide reference for enterprises to standardize the management work and improve the management efficiency.
