Oil and natural gas is one of the pillar industries of our national economy,with the development of the economy,the consumer demand of the crude keeps increasing,our country put more and more resources into the oil and gas industry.In contrast,the working accidents in oil and gas fields occur more frequently,these accidents will cause serious casualties and property losses,it may even cause great social impact,which is very unfavorable for China's oil and gas enterprises.Therefore,it is very important to carry out the control and management of high risk operation in oil and gas field in order to reduce the accident rate of oil and gas field operation.The following results are obtained based on the analysis of historical accident data of an oilfield.(1)It seted up a safety level evaluation index system combining with the safety management experience,and used the multi-level fuzzy comprehensive evaluation method by the case study,which verified the effectiveness of the fuzzy comprehensive evaluation method in safety management of oil and gas field.(2)Heinrich's law was supplemented and expanded,it also pointed out that management layer should pay more attention to people's unsafe behavior and accident hidden trouble.It was suggested that the transformation ratio of unsafe behavior and the transformation ratio of hidden danger can be used as the evaluation index of operational safety level.(3)It verified the relationship between accident biorhythm theory with oil and gas fields,and pointed out that the critical period of physical and emotional was more dangerous than low tide period which needed to be paid more attention.The research findings were very important to prevent accidents.(4)It design and carried out a high risk operation management system,which laid a foundation for the field operation.Although the domestic oil and gas enterprises still has some problems in the management of high-risk operations,with the continuous improvement of safety management level,"zero casualty" is a goal that can be achieved.
