Research On Choosing Fiscal And Tax Policies Under The Background Of Air Pollution Control In Beijing,Tianjin And Hebei

In recent years,air pollution is very serious in Beijing-Tianjin-Hebei region.Haze days have been increasing in autumn and winter,and PM2.5 burst table has been already the norm state.People's health has been thus plagued and economic development has been seriously constrained as well.We urgently need to wrist to control air pollution problems.The fiscal and taxation policy is not only the economic means to carry out macroeconomic regulation and control in our country,but also can effectively reduce energy consumption and economic instruments.This article is to on the basis of fiscal policy,Analyze the Status Quo of Air Pollution in Beijing-Tianjin-Hebei region,aiming at the solution of air pollution in Beijing-Tianjin-Hebei region.This article has processed a large number of domestic and foreign literature by literature study and comparative methods.Lessons have been drawled from the research results;research objects have been defined,constructing the theoretical framework.By analyzing the practice of fiscal policies and measures of air pollution control in some developed countries,advanced experience will be absorbed.Combining the Beijing-Tianjin-Hebei air pollution control reality with the panel model,energy-saving environmental protection expenditure and the environment-related taxes can be analyzed respectively.Empirical analysis on the effect of environmental pollution and fiscal policy on air pollution in Beijing-Tianjin-Hebei region have been made.The insufficiency of the existing fiscal policy has been found out.In addition,proposal of innovation finance and tax policy have been put forward as well.The innovation of this article is based on the regional fiscal and taxation policy,this article has made empirical analysis on the fiscal and taxation policy data of 11 cities in Beijing-Tianjin-Hebei region from 2007 to 2014.Suggestions have been put forward from the aspects of fiscal expenditure policy,fiscal revenue policy and regional cooperation platform.The control investment of air pollution in Beijing-Tianjin-Hebei region has been quantified.The energy-saving environmental protection transfer payment system has been optimized.Government green procurement program has been developed.The existing environmental tax system has been optimized.The reform of the "tax reform" has been promoted.
