Study On The Policy Network Of Air Pollution Control In Beijing-Tianjin-Hebei Urban Agglomeration

Collaborative governance of urban agglomerations is an important means of governance of regional issues.The air pollution policy cooperation of the Beijing-Tianjin-Hebei urban agglomeration is an important guarantee for the coordinated development strategy of Beijing-Tianjin-Hebei.Based on the cooperation data of Beijing-Tianjin-Hebei urban agglomeration air pollution policy from 1986 to 2018,this paper uses content analysis method to describe and analyze the policy status of coordinated pollution control of Beijing-Tianjin-Hebei urban agglomeration,and draws on organizational science theory and policy in policy network research.Scientific theory and political science theory mainly use event sequence analysis methods and social network analysis methods to analyze the correlation between events,and study textual relations,specific action execution relationships,and participant interactions in the Beijing-Tianjin-Hebei Atmospheric Collaborative Governance Policy Network.Ways;the next step is to visually analyze the collected atmospheric pollution data of Beijing-Tianjin-Hebei,generate network relationships in the collected data,determine the type of policy network of the Beijing-Tianjin-Hebei urban agglomeration,and analyze the indicators such as centrality.The basic attributes and direction of the network.Study the interaction and cooperation between participants in the policy network,and analyze the relationship between participants' trust and cooperation closeness through data calculation.The study found that policy events have experienced a leap-forward growth in quantity since 2013,and the areas and types involved tend to be diversified,but they are still concentrated in the types of events and related areas;Beijing-Tianjin-Hebei mainly focuses on direct use of the atmosphere.The pollution problem,followed by a certain amount of cooperation in the fields of industry,economy,science and technology and energy;the Beijing-Tianjin-Hebei urban agglomeration is dominated by multilateral and trilateral cooperation involving all three parties,among which there are more horizontal provincial departments;The Jinjin policy process is mainly divided into three rounds.Each round has different deadlocks.Through the national strategy and coordination of parts,the stalemate has been broken.In the network of Beijing-Tianjin-Hebei policy participants,the network as a whole is large.In the area of radiation,several governments and environmental protection departments have initially formed a cooperative network.The air pollution control of theBeijing-Tianjin-Hebei urban agglomeration has gradually expanded to neighboring provinces and cities.The environmental protection departments of Tianjin,Beijing and Hebei provinces have played the most important organizational coordination.Role;the governance of air pollution does not rely solely on a single means,from the five sides of the economy,industry,technology,energy,and finance.Conducted collaborative governance,resulting in a cross-policy arena,the participants expanded cooperation in various cross-policy arena,shared governance.
