Policy Analysis On Haze Control In Hengshui Under The Control Of Air Pollution In Beijing Tianjin And Hebei

Since the spring and winter of 2007-2008,more and more information makes people gradually understand the weather phenomenon of the "haze" that makes people feel more and more terrible.Local governments use a variety of methods on the haze management,but the effect is not great.It makes the local governments feel great pressure.In February 2014,the CPC Central Committee proposed the Beijing-Tianjin-Hebei cooperation strategy.Seven requirements are put forward by the Secretary General Xi Jinping,including strengthening the ecological and environmental protection cooperation,expanding the environmental capacity of ecological space,strengthening the cooperating of air pollution prevention and so on.People's Daily wrote that the primary task of the Beijing-Tianjin-Hebei development is to manage the haze.The synergistic governance of the regional air pollution is greatly in progress,but Hengshui has always been located in the city's focused on monitoring air quality after ten,by great pressure.In the haze war,although doing everything possible to do a good job in air pollution control work,and achieving certain results,but there are some problems.In this paper,the qualitative analysis method,quantitative analysis method,literature research method and practical investigation method are used to analyze the haze formation and harm,the haze synergy of Beijing-Tianjin-Hebei region and the haze characteristics of Hengshui City,combined with the theory of collaborative governance in public management,collaborative governance of ecological environment and intergovernmental cooperation theory,the haze governance of Hengshui is analyzed under the background of collaborative governance in Beijing,Tianjin and Hebei,and then to comb out the problems existing in the air pollution control of Hengshui City.According to the above problems,this paper summarizes the deep-seated reasons that the haze control effect is not ideal in the Beijing-Tianjin-Hebei region,that is,the complexity of the haze management,the mutualism of economic interests and environmental protection,the one-sidedness of local performance measurement and neglected the importance of environmental awareness.And for these reasons five specific recommendation are put forward,break through the single angle of original research,and put forward a systematic and deep solution to the problem under the precondition of the relevant concepts,expected to make the Beijing-Tianjin-Hebei region air pollution control system and the governance effect improved.
