A Risk Management Research Based On Bt Mode Construction General Contracting In The Project Of Tail Water Discharge Of Kunming Urban Sewage Treatment Plants

Since the reform and opening up,the pressure of environmental capacity is increasing continuously with the accelerating urbanization in our country.Environmental governance,especially lakes,which has a far-reaching influence on our political,economic,social,etc.And the national and local governments invest to the lakes,the scale and scope increases year by year.Traditional fundraising,like the local government budget,national debts,bank loan,is far from enough to meet the Lakes treatment.A new type financing mode called as Build-Transfer,referred to as "BT",with its powerful financing functions,has promoted the way of investment,financing,construction on the infrastructure and the environmental governance in diversification development.The BT mode applied to investment and project construction has its own characteristics,it makes project risk management difficulties,and hard to solve the problem of project risk control.For the purpose of project risk control,solutions to project risk management applied to BT mode of investment and construction,especially BT project construction general contracting,will be analyzed and discussed,while relevant measures are proposed in this article,and the basic works to promote the application in the mode of BT project construction general contracting are provided.First of all,this article has summarized the current infrastructure construction and the lake water environment governance in our country,and expound the BT application situation in the project construction,particularly Dianchi lake,it also proposed the research background,problem,research purpose,research framework and research methods.This paper sum up the basic theory of BT project,BT project risk management,and relationship between the theory of contract law and the construction general contract itself.the article also discusses connotation of BT mode,causing reason and legal status,it introduces three types of BT mode,propose the future development direction of BT mode The mode of BT project construction general contracting.Aim at the characteristics of the BT project construction general contracting,the paper puts forward the ways and methodsapplies to the risk identification,risk evaluation and risk control for BT project construction general contracting.Finally,take the BT project construction general contracting on the tail water discharge of kunming urban sewage treatment plants as an example,the article is analyzed and discussed the measures and methods for project risk identification,risk evaluation and risk control in BT construction general contracting mode.This paper made a discussion on the BT construction general contracting mode,to provide certain guidance and reference significance.It points out that the owner will face more links and more difficulties in the project risk control.You can correctly deal with the BT project risk control by use of the WBS jobs decomposition method for risk identification and single factor and multiple factors for risk assessment,as well as contract management.
