Shanxi Wenshui Steelmaking and Continuous Casting EPC project executed by Beijing Shougang International Engineering Technology Co., LTD (BSIET), is the first EPC project of BSIET under the new management mode of "focusing on integration and hierarchical implementation" after reformation. This management mode intends to focus their superior resources, motivate the vitality of every department and promote the growth of overall capacity. Steelmaking Engineering & Research Department takes main responsibility for the project implementation, other departments provide services and support for Steelmaking Department. Different from previous working mode that our company used to organize and operate projects, Steelmaking Department is not only in charge of design work, but also related work of procurement, construction and commissioning. Extension of work and business scope brought higher implement risks. Besides, members of project team work as a designer in the beginning, who still need to improve their ability of overall operation and consciousness of risk. Therefore, BSIET has to face such problems as how to manage the project efficiently, guarantee achievement of the project goal and intensify risk management & research, so as to realize innovative management mode, improve management level and promote transformation development of the company.In this paper, with actual project as research object, the main study of the author is shown as follows:(1) Have an overall description about current situation of risk management home and abroad by literature research method, review emergence and development process of risk management theory, build basic framework and system of risk management of EPC metallurgy project, which establishes the theoretical foundation for risk management research in the project.(2) Combining project features, the author analyzes the necessity of risk management and put forward ideas of risk identification. Through literature researching, questionnaire and expert interview, risks in project are identified and the main risk list of the project is summarized.(3)Based on main goals of metallurgical engineering construction project and main risks among this project, risk index system is constructed. Hierarchical model is built by Analytic Hierarchy Process and risk rated ratio was analyzed and quantified. Finally, systemic evaluation of project overall risks is conducted by fuzzy synthetic evaluation method.(4) Proposal of risk response on the base of risk identification and evaluation is presented, with response to foreseeable risks by using risk transfer, risk mitigation and risk acceptance. Also, the risk management performance of the project is summarized.(5) By computer programming, risk management software of metallurgical engineering project is developed on the basis of risk management research process.The research on the Shanxi Wenshui steelmaking and continuous casting EPC project effectively reduced risks in project execution process and improves the operating efficiency of the company. Meanwhile, the research results works as an effective accumulation of BSIET's experience in participation of domestic and international projects, promoting transformation development of BSIET and establishment of risk management system, enhancing risk resistance and market competitiveness of BSIET.
