Study On The Function Of Water Environment Monitoring And Management System In Liaoning

Monitoring of water environment management system was the laboratory information management system applied to water environmental monitoring(Laboratory Information Manaqement System)to realiving the full range of network management of the monitoring bodies in the working process.In January 2012,the State Council issued "on the implementation of the most stringent water management system" and established the water resources management three red line and the implementation of the "four system",efforts to solve the people most concerned about the most direct and realistic problems of water resources,drinking water safety,water safety and ecological security.With the national attention to the safety of drinking water and water supply,the state has carried out a comprehensive hardware and software support for the water environment monitoring institutions under it.In recent years,various water testing equipments have been purchased and put into use according to the work requires at the same time.water environment monitoring,monitoring project and monitoring frequency have been constantly expanded,the water environment monitoring mechanism in the workload,data accuracy,effectiveness and other aspects are facing new challenges.Faced with this situation,the development of monitoring and management system for water environment has become the inevitable trend of the times.Water environment monitoring center in Liaoning province this paper from the Liaoning Provincial Hydrological Bureau under the Liaoning province to carry out environmental monitoring management system development project,through the development of the system,water environment monitoring center in Liaoning province and cities and twelve sub centers to achieve the laboratory water quality monitoring in the whole process of network management,data transmission,information sharing,enhance the sample's management ability and management efficiency.As a member of the project team,the author participated in the whole process of system development has been discussed.The main work of this paper:1.the existing domestic and foreign research status of the laboratory information management system and the system of hydrologic industry in Liaoning Province,have beenanalysedthe important significance of the monitoring of water environment management system for water quality monitoring mechanism has been discussed.2.According to the actual situation of Liaoning Province Environmental Monitoring Center,the provincial center and twelve sub centers has been researched,according to the water quality monitoring technology process,quality control and management requirements,testing organization laboratory accreditation/identified provisions and the requirements of water quality monitoring and management,demand analysis,research on the realization of the system function work in the whole process,all elements of the real-time monitoring and automation,paperless management were carried out,to ensure the water quality monitoring results could be accurate and reliable,the center to center data real-time reporting purposes,to provide technical support for the realization of the system.3.Based on the research of system function,the feasibility and the realization of each system function in the system has been tested,and the function test is finished successfully.
