Study On The Legal System Of Green Package In Express Industry

Environmental pollution and waste of resources have become more and more concerns in the world today.In the wake of the rapid development of express industry,the problem of express packaging is shocking,and we must pay attention to it.Since the rise of China's express industry in 1985,the first twenty years(1986-2006)attached to the development and management of the postal industry,and did not receive due attention.The early development of the express industry,the courier packaging problem is a reference to "environmental protection law","city garbage management measures","Cleaner Production Promotion Law","Circular Economy Promotion Law","solid waste pollution prevention and control law" and other laws to protect the environment,conserve resources and garbage classification angle regulation.Until 2007,the courier packaging problem with the rapid development of express industry increasingly prominent,gradually emerged a series of postal regulations,the Ministry of transport documents,put forward the development goal of "green energy",the provisions lead to local regulations many department regulations,make detailed express industry the question of packing,the express industry of green packaging is possible,but these legal documents in the express package in the whole life cycle there are still many problems in the system.This paper analyzes the current situation of China's express industry packaging,refines the concept of green packaging in express industry,analyzes the current situation of packaging legislation in China's express industry,finds out the shortcomings of the packaging system of China's express delivery industry,and puts forward suggestions for improving our system defects.It is divided into five parts:In the first part,the problem of environmental pollution and resource consumption caused by the packing problem of express industry is introduced,and the definition of green package in express industry is defined below.The second part,by express green packaging etymological analysis,introduced at home and abroad for "express" to "express" FedEx packaging "green packaging" definition,according to economists,scholars on the definition and classification of green packaging standards,refine the definition of this to express industry green packaging concept.The third part,analysis of China's express industry packaging legislation: so far,the express industry packaging legislation has 20,analysis of the express industry packaginglegislation characteristic and the law of development,pointed out that the express industry packaging legislation.The fourth part,combing the institutional defects of China's express industry pointed out that the environmental risk of packaging,courier industry packaging production field prevention legal system,legal system of prevention and control of the express industry excessive packaging defects,lack of express industry packaging recycling and waste disposal at the end side of the legal system.The fifth part,drawing on the experience of foreign countries,put forward some suggestions on the defects of the legal system of the package of express industry in our country.The responsibility system to extend the production end of cleaner production and producers;supervision and specific operation reasonable use express packaging standard;the subject,the express industry recovery ratio,recovery and quantitative recovery of incentive measures;mode innovation and green logistics technology at the end of the disposal of the express industry packaging.
