With the continuous advancement of urbanization and industrialization in China,energy consumption has also increased dramatically.In this context,energy shortage has increasingly become an important factor restricting the sustainable development of the economy.At the same time,the increase of energy consumption has further increased pollutant emissions and aggravated environmental pollution.The contradictions among economic development,energy consumption and environmental protection are becoming increasingly serious.Saving energy and improving energy efficiency are the only way to alleviate the contradictions.In order to formulate appropriate energy-saving and environmental protection policies,it is necessary to scientifically and objectively measure the energy efficiency of each province and region.Secondly,in order to further improve energy efficiency,it is necessary to analyze the factors affecting energy efficiency.Firstly,taking capital stock,labor and energy consumption as input variables,GDP as desirable output,SO2 as undesirable output,this paper develops a DEA model and a directional distance function method and then estimates Coal use efficiency,coal saving potential and energy efficiency of 30 provinces in China from 2005 to 2016 under Pareto-Koopmans standard and Kaldor-Hicks standard..In addition,Tobit regression method is used to study the impact of industrial structure,energy structure,economic development level,energy price,openness,environmental regulation intensity and other factors on energy efficiency.Through empirical research,this paper finds that coal use efficiency has changed greatly under different standards,and coal-saving space has increased significantly in some areas.In addition,there are significant regional differences in China's energy efficiency,the eastern region has the highest energy efficiency,while the central region and the western region have relatively low energy efficiency.Among the factors affecting energy efficiency,industrial structure,energy structure and energy efficiency are negatively correlated,that is,the proportion of secondary industry in the national economy and the proportion of coal in the energy structure are not conducive to the improvement of energy efficiency.The improvement of economic development level,the rise of energy price and the increase of environmental regulation intensity can help to improve energy efficiency.Finally,based on the results of the research,this paper puts forward some policy suggestions:in terms of energy efficiency measurement indicators,total factor energy efficiency should replace energy intensity;in terms of energy policy formulation,we should implement differentiated energy saving and emission reduction measures according to local conditions;in terms of improving energy efficiency,we should further transform the economy Growth mode,promoting the transformation and upgrading of industrial structure,optimizing energy consumption structure,deepening energy reform and increasing the intensity of environmental regulation appropriately.
