The assessment of scientific and technological achievements refers to a scientific and technological assessment activity that is recognized by a third party with credibility and through comprehensive assessment of the academic level,application value and economic benefits of scientific research results.High-quality scientific and technological achievements not only have significant economic benefits,but also are an important basis for driving industrial progress and even the strength and influence of scientific and technological innovation in relevant fields of the country.The development model of scientific and technological innovation work directly determines the direction of the assessment of results.The non-ferrous metals industry has 64 kinds of metals and related compound products and has a complete industrial chain,including geological exploration,mineral mining,mineral processing,smelting and refining,material processing,equipment manufacturing,safety and environmental protection,etc.The assessment of scientific and technological achievements has a strong practical orientation.Whether it is possible to conduct a fair,scientific and accurate assessment of the comprehensive level of scientific and technological achievements is the basis for doing a good job in building innovative capabilities in relevant scientific and technological fields.As a non-ferrous metal industry practitioner,it is the responsibility of every technology management personnel to continuously improve the policy and implementation levels of the industry's scientific and technological achievements assessment work.Chinese non-ferrous metal industry's scientific and technological achievements assessment management has achieved remarkable results over the years.However,as the model tends to solidify,there are some flaws in the assessment activities,which makes the assessment conclusions not reflect the true level of the results.Starting from the purpose and role of scientific and technological achievements assessment,this paper systematically studies the policies,theories,mechanisms and indicators of the current scientific and technological achievements assessment of Chinese non-ferrous metals industry,and summarizes the history and current status of the assessment of scientific and technological achievements in the industry.By analyzing the key indicators of scientific and technological achievements,the role of results assessment and the problems in the management process,combined with the practical experience of science and technology management work,think about how to make more accurate,scientific and objective assessment of scientific and technological achievements,in order to improve the efficiency of assessment work.Reduce the cost of assessment work and solve practical problems in the industry's science and technology management.This paper provides a new reference for the assessment of scientific and technological achievements in the non-ferrous metals industry.It combines the actual work foundation with the management knowledge and analyzes the planning level and implementation level of scientific and technological achievements assessment.Improve the assessment organization format,optimize the assessment index system,adjust the composition of the expert group,and construct a multi-level new model and comprehensive assessment index system applicable to the assessment of scientific and technological achievements in Chinese non-ferrous metals industry.The method of carrying out the assessment of results and the specific implementation process were discussed.The relevant assessment work forms were designed,and the problems in the organization process of assessment work were paid attention to.It has certain reference significance for the development of scientific and technological achievements in the industry in the direction of precision,high efficiency and low cost.
