Basing on related researches home and abroad,this paper applies the principle of combining environmental risk assessment with risk management to discuss the theoretical system of the water environmental risk assessment in the economic development zone, and also takes Nanchang Xiaolan Economic Development Zone as a example, quoting from the steps of the environmental risk assessment on projects,then makes a qualitative research for the risk of water environment of the zone in combination with the method of scenario analysis.(1)Carrying on the classification to the risk source in different enterprises of different industries from the economic development zone of risk source recognition, then take the method of scenario analysis to evaluate the main risk source and the maximum credible accident and establish risk management system and risk prevention measures at last. Studies have shown that the biggest factor that caused the accident is the leakage of the tank of the chemical industry, so the tank leakage risk assessments have a good reference on the layout of the units.(2)To conduct a comprehensive Atmospheric Environment Risk Assessment,we apply air pollutant diffusion model to the study and obtain the experiment result that the consistence of sulfur dioxide, nitrogen oxides, fluorides are 3.09mg/m3, 0.745mg/m3, 0.679mg/m3. Comparing with ambient air quality standard We find the consistence of sulfur dioxide, nitrogen oxides, fluorides is not up to the standard. Meanwhile, the paper also use Dow Chemical Analysis Process to calculate fire, explosion index(F&EI is 103.74) as well as safety measures compensation coefficient(C is 0.308), from the F&EI chart, we can know Xiaolan industrial zoo in Nanchang is on the level of moderate risk.(3)Starting from reality issues, the paper works out a risk assessment system and uses it to make an sample assessment of Xiao Lan Industrial Zone with a introduction of catastrophe progression theory. Result shows that, in security assessment, the 14 enterprises with possible high risks are on, or above the average level, including 9 are on the average level(A ∈[0.9538-0.9738)),3 on a safe level(A [0.9538∈-0.9738)), and 2 reach very safe level(A [0.9884∈-1)). Those on the average security level and those with the lowest risks are among the list of highlight management. In the concluding part, automatic monitoring and risk warning system are provided.
