China is one of the countries with the most serious natural disasters.In order to re-duce the casualties and economic losses after emergency,disaster place,that is demanding point,inevitably requires large amount of emergency material,then,how to timely and efficiently dispatch emergency materials to the demand point is a key issue in emergen-cy materials management.How to use optimization theory and computer-aided tools to select the location of reasonable emergency service facilities and make a feasible emergen-cy material allocation plan so that the emergency material can be timely and efficiently delivered to every demand point becomes one of the key research issues.After the emergency,emergency service facility points might suffer certain damage,which may result in a great change in the location of emergency service facilities and the dispatch path of emergency materials.Based on the domestic and foreign literatures,this dissertation focuses on the partial damage of emergency materials,and takes the entire e-mergency logistics system as the overall goal,considers the minimum total cost before and after disaster and the shortest responding time of material dispatch after disaster,con-structs certainty model for emergency facility location and material allocation.Secondly,considering the uncertainty of entire emergency logistics system after emergency occurs,including the demanded quantity of emergency materials,unsatisfied quantity in various demand points and uncertain transport time of material dispatch after the disaster,based on certainty model,this dissertation constructs corresponding Robust Optimization mod-el in two uncertain sets using the robust optimization theory.Finally,the Cplex software is used to numerically experiment the certain model and two robust optimization model,analyze and compare the certainty model and two robust optimization model,proved the advantage of the robust optimization model,that is,less emergency service facilities se-lected,less unsatisfied quantity in various demand points,which improved the quality of service in emergency service facility points,provided better theoretical basis for decision maker,thereby improved the rescue efficiency.
