In recent years,natural disasters occur frequently,which cause irreparable damage to people’s life and social stability.As the occurrence of natural disasters can not be predicted in advance,once it happens,the demand for emergency resources will greatly increase.Therefore,it is necessary to do a good job in emergency prevention,establish an emergency logistics center,and do a good job in material storage before the disaster.Ensure that emergency materials can be delivered to the place where they are needed in the shortest time after an emergency,and minimize the impact of natural disasters on people.On the other hand,the sudden nature of natural disasters has led to many uncertain factors in emergency logistics,such as the size of emergency materials demand,whether emergency facilities are in good condition,road traffic conditions and so on.These uncertain factors make decision makers unable to accurately configure the emergency logistics system.The traditional location problem is usually based on the deterministic parameters.Because of the uncertain factors in emergency logistics,the traditional model may not be applicable.Therefore,in order to ensure the smooth development of emergency rescue activities,under the conditions of many uncertain factors,how to determine the location and inventory of an emergency logistics center is very important.This paper takes the location model of emergency logistics center as the research object.Firstly,it introduces the research status of location problem at home and abroad,which is divided into three parts:emergency logistics location,robust optimization location,and emergency logistics location based on robust optimization.Secondly,it introduces the basic concept of emergency logistics,including the definition,characteristics,composition and operation process of emergency logistics system.At the same time,the classification,influencing factors and common models of emergency logistics location are introduced.In view of the uncertainty in emergency logistics,this paper chooses robust optimization method to solve the problem,and further introduces the theory of robust optimization,including three robust optimization models,application conditions and application process of robust optimization method.Then,it analyzes the location and layout of emergency logistics,including the analysis of the current situation of China’s emergency logistics system and puts forward corresponding countermeasures,classifies the entity elements of emergency logistics,analyzes the influencing factors of emergency material allocation,analyzes the principles of emergency logistics layout,and analyzes the steps of emergency logistics pretreatment.Based on the above situation,in the construction stage of location model,the urgency of emergency logistics is considered.In the setting of objective function,transportation cost and transportation time are selected.Meanwhile,the construction cost and inventory cost of emergency logistics center are considered.The deterministic location model of emergency logistics center is established.Then,aiming at the uncertain factors of emergency logistics activities,this paper select two typical factors:uncertain demand and uncertain road access.In addition,this paper use the robust optimization method to transform the deterministic location model into the robust optimal location model.Finally,through the case study of Sichuan Province,the optimal solutions of emergency logistics facility location,inventory and transportation scheme are obtained.By randomly generating 20 groups of data,they are substituted into the optimal location scheme,and the optimal solution of location model under certain conditions and robust optimal solution under uncertain conditions are compared.The results show that the service quality of emergency material demand point is better when the location result and inventory arrangement of robust optimization model are uncertain.So it proves the rationality and validity of the robust optimization model in the field of emergency logistics location,and provides the auxiliary decision-making means for the scientific and effective development of emergency rescue activities in the future.
