Research On The Collaborative Governance Of Wenjiang River Basin

The construction of ecological civilization is a major issue of survival and a major issue in the cause of socialism with Chinese characteristics in the new era.At the 19th Party Congress,General Secretary Xi Jinping proposed to build an environmental governance system that is government-led,enterprise-based,social organizations,and the public.Strengthening the research on the coordinated governance of ecological civilization construction is a response to the requirements of the development of the times.An analysis of the coordinated governance of ecological civilization construction can provide theoretical support for the construction of ecological civilization.Based on the study of collaborative governance,good governance theory,network governance theory,and resource dependence theory,this paper draws on the analysis dimensions of various current collaborative governance models and combines the actual situation of the Wenjiang Ri-ver Basin in Datian County in Sanming City to propose a solution to the Wenjiang River Basin.Ecological civilization construction collaborative governance analysis framework.Based on the analysis framework,this paper examines the pollution status of Wenjiang River Basin and proposes the layout of collaborative management.From the four dimensions of cooperation,consensus,promotion of collaborative implementation,and investigation of collaborative consequences,this paper analyzes the practice of collaborative governance in the Wenjiang River basin,and clarifies that the governance of the Wenjiang River is diverse,including government,enterprises,social organizations,and citizens.The coordinated management of the Wenjiang River Basin is based on the coordination of the interests of all parties.Through the river working mechanism,the establishment of information sharing platforms,the guidance and regulation of laws and regulations,and the establishment of intelligent monitoring systems,good results have been achieved.There are also problems such as the limited use of the main function of governance,the gap in cross-domain governrnment coordination mechanisms,the limited disclosure of environmental information,and the incomplete assessment and evaluation mechanisms.This article traces the root causes of problems,and puts forward suggestions for policy improvement,such as improving the river basin ecological compensation mechanism,establishing an inter-governmental coordination mechanism,building an ecological assessment mechanism,improving the government information disclosure system,and broadening the participation of public organizations and the public Channels,development of ecological ecological economy,comprehensive promotion of environmental public interest litigation,etc.It is hoped that the study of this paper will provide reference value for the development of basin-wide collaborative governance,better promote the improvement of the collaborative governance mechanism,and enhance the effectiveness of collaborative governance.
