Research On Coordination Governance Of Urban River Pollution Under The View Of Ecological Civilization

River is the soul of urban development.The river not only promotes the development of the city,but also witnesses the development of the city.The river ecological environment is closely related to the quality of the water ecological environment and people's production and life.Urban rivers not only provide water sources,but also provide convenience for water transportation,especially for cities built on water,which is an important way of urban material transportation.However,with the rapid development of society and the acceleration of urbanization process,many urban rivers have been polluted to varying degrees,and the development of cities and people's daily lives have been affected.Although the governance of urban rivers has lasted for a long time,there are still outstanding problems in the governance and long-term management mechanism of rivers,which need to be solved urgently.Therefore,ecological civilization should be strengthened.Cooperative treatment of urban river pollution from the perspective of urban river pollution.This paper studies the coordinated treatment of urban river pollution from the perspective of ecological civilization,and takes the treatment of Suzhou River in Shanghai as an example.Firstly,on the basis of literature research on urban river regulation at home and abroad,this paper summarizes the development process and achievement status of urban river regulation research at home and abroad,which can learn from these rich practical experience and adapt to local conditions in urban river regulation.Secondly,it elaborates the objectives and related theoretical basis of urban river pollution control.With the concept of "green water and green hills are Jinshan and Yinshan",the construction of ecological civilization has put forward new requirements.It is necessary to adhere to the harmonious coexistence of man and nature.At the same time,urban river management should also achieve the goal of healthy aquatic ecosystem,good river landscape and harmonious relationship between man and water.Mark.Thirdly,this paper focuses on the problems of "pollution first,treatment afterwards",inadequate management,non-ecological management,and "curing the symptoms without curing the root causes" in urban rivers from three aspects of economy,politics and culture: the main economic reasons are that the funds of river governance can not be coordinated;the main political reasons are that its political resources can not be coordinated;and the main cultural aspects are people's values.There is no synergy with ecology.Then,the approaches of urban river coordinated governance are studied in three aspects: the coordination of governance subjects,the coordination of governance means and the coordination between regions.Finally,taking the governance of Suzhou River in Shanghai as an example,through the comparison of the past and present conditions of Suzhou River,the paper analyses the means of synergistic managementused in the comprehensive management of the river,which makes the Suzhou River become a good ecological and scenic urban river,and has some enlightenment for the pollution control of the urban river.
