Research On The Quality Evaluation And Promotion Path Of The Development Of Circular Economy Of Iron And Steel Industry In Hebei

Report of the 19th National Congress of the Communist Party of China points out that it is necessary to win the "environmental pollution uphill battle" as well as to promote the development of the industrial green low-carbon cycle.Beijing,Tianjin and Hebei have always been the "heavy disaster area",where the environmental pollution is quite serious.Therefore,it is urgent for Hebei to build the energy-saving and green-development province.The iron and steel industry is the pillar industry of Hebei,while the long-existed characteristics like" high pollution,high emissions,high energy consumption and low efficiency" have hindered its development process.It is high time that Hebei should promote the development of circular economy of iron and steel industry and take the road of green and sustainable development.Only in this way can the plight of the environmental pollution in Beijing-Tianjin-Hebei be solved.Based on the circular economy and industrial ecology theory,this paper chose the circular economy as the perspective,firstly outlined the general situation of the industry’s circular economy from the year 2011 to 2015 and made a comparation with the national performance of the industry’s circular economy;and then took the HBIS GROUP HANSTEEL COMPANY as an example to show its effective methods in developing circular economy.;Secondly,created the quality evaluation system to evaluate the development quality of the industry’s performance in circular economy by using the analytic hierarchy process,grey correlation model.By analyzing the changing trend of the industry’s circular economy and the reasons behind,we concluded the following points:Firstly,the development of circular economy of iron and steel industry in Hebei showed a good upward trend,no matter from the energy efficiency,the level of pollutant emission of unit output,or from the quality evaluation of circular economy based on gross analysis.Secondly,Hebei’s performance was better than the national level in terms of energy saving,consumption reduction,resource recycling and waste utilization,compared with the development of the iron and steel industry in China;while in terms of pollutant emission,it was slightly below the national level,and had a relatively large gap compared with the international advanced level.Thirdly,the quality evaluation results showed that the index in reuse and recycle level were increasing steadily,which boosted the results of the entire circular economy quality;while the index in reduction level showed a fluctuated trend in the past few years.The situation may be affected by the Supply Side Reform,the overall economic benefits of steel enterprises in Hebei experienced a decline and then gone on recovery,which affected the industry’s quality of circulation economy.This also reflects the lack of development efforts in fields like new technology and equipment in Hebei’s environmental protection,and the energy conservation and environmental protection technology needs to be improved.Fourth,the overall good performance of circular economy development results from the national and provincial governments’ policies and measures,as well as the steel enterprises’ awareness and efforts in energy saving and emission reduction.Fifth,the evaluation results reflects that there are still some problems in the industry,such as the low level technology in environmental protection,the strong administrative color in industry development,and the omission of market role in resources allocation.Finally,drawing on the practical experience of the development of the circular economy in the steel industry of foreign countries,the path of the future development of the circular economy of the iron and steel industry in Hebei is given.The short-term path mainly includes five aspects:strengthening the technical support system of energy saving and emission reduction,improving the utilization ratio of resources and energy,realizing the comprehensive utilization of industrial wastes,and ensuring the openness and transparency of environmental protection information in iron and steel enterprises and the strict formulation and timely updating of industrial pollutant discharge standards.The long-term promotion path mainly includes four aspects:optimizing the industrial organization structure,enhancing the support of industrial policy in circular economy,forming the extensive cooperation mechanism of government,industry,education and research people,as well as constructing steel industry chain and circular ecological circle.
