As China is gradually going into the new era of socialism with Chinese characteristics,and China's economy steps in the new normal development stage.But China's environmental performance has been ranked in the middle or lower level of the world,which is not match with China's comprehensive national strength and its' economic growth.Also the economic environment coordination degree between regions has many differences.Nowadays urban agglomeration is the "main form" of China's new-type urbanization construction and the sustainable development of China in the future depends on the sustainable development of urban agglomeration.The pearl river delta region as one of the urban agglomeration with the highest degree of urbanization in China,whose government has made a lot of effort and accomplishment in the process of its economic and environmental coordinated development,there is quite a study of the theory and practice value.So,firstly,this paper selects the panel data of nine cities in the pearl river delta city from 2005 to 2015,and calculates the environmental efficiency value of the pearl river delta city cluster based on the SBM model with non-expected output.The environmental efficiency and dynamic evolution characteristics of the two other urban agglomerations were also compared.Through clustering analysis,the difference analysis of the pearl river delta urban agglomeration is divided into three efficiency groups: high,middle and low.Secondly,this paper also constructs a Tobit model and a spatial Durbin model which affects the environmental efficiency of the pearl river delta from the aspects of economy,society,industry and technology to conduct empirical analysis.In this paper,the following conclusions are drawn: the mean value of environmental efficiency of the pearl river delta city cluster is increasing year by year,and nearly half of the cities' environmental efficiency can reach above medium level.The environmental efficiency is decreasing from the east wing to the west wing,and the high efficiency group is surrounded by the middle efficiency group.In addition,environmental efficiency is in a fast growth trend,and most urban environmental efficiency gradually converge year by year.The environmental efficiency of some cities is low,while the environmental efficiency of other cities is concentrated at a higher level,which tends to converge to two different stable states.There is a significant difference between the distribution of environmental efficiency and the dynamic evolution of the urban agglomeration of the Yangtze river delta and the beijing-tianjin-hebei urban agglomeration.In terms of influencing factors,the overall population density and residents income index has a positive influence on the environmental efficiency of the pearl river delta urban agglomeration,other factors including the government fiscal spending,scientific and technological innovation,polluting industries transfer,added value such as a share of GDP has a significant negative effect on urban agglomeration environment efficiency.However,due to the spatial spillover effect between cities,it is not possible to blindly pursue simple and direct measures such as improving or decreasing some indexes to promote the environmental efficiency of the pearl river delta urban agglomeration.Each city needs to make full use of its own economic and environmental endowment condition,according to local conditions,comprehensive consideration to improve environmental efficiency related policies.
