Study On Urban Environmental Governance Under The Background Of New Urbanization

With the continuous development of the economy,China's urbanization has developed rapidly,and urban environmental problems have become increasingly prominent,which has seriously affected the sustainable development of cities and towns.The contradiction between the traditional government control failure and the urgent need of urban residents to improve their living environment is becoming more and more prominent.Therefore,to realize the new type of urbanization construction,it is necessary to improve the management of urban environment.Tengqiao Town is a small town in the western part of Lucheng District,Wenzhou City.The vast majority of the northwestern part of the township is mountainous,and the Southeast is a relatively flat plain.The area is rich in natural resources.The ecological environment of Tengqiao town is generally in good condition,but the environmental problems caused by human factors are relatively prominent.It mainly includes the destruction of arable land,serious water pollution,poor air quality,and solid waste pollution.This paper aims at the environmental problems existing in Tengqiao town,points out the current difficulties in the environmental governance of Tengqiao town,and analyzes the reasons for these problems.It is mainly due to the lack of scientific and effective planning,insufficient government management capacity,imperfect environmental governance policies,imperfect environmental legal construction,lack of public infrastructure,and lack of public participation in environmental awareness.Based on the thinking and analysis of the above issues and combined with the successful environmental governance experience of Yanguan Town of Haining,the United States and Singapore,the author believes that under the background of new urbanization,improving the environmental governance of Tengqiao Town needs to pay attention to the scientific planning of environmental governance.We need to strengthen and improve environmental governance planning,enhance government capacity,increase the policy environment,improve laws and regulations,coordinate the use of funds and resources,and strengthen environmental governance publicity and learning.
