After the reform and opening up,with the advancement of industrialization and urbanization, the process of industrial specialization and diversification has accelerated, and industrial agglomeration has become the main manifestation of the spatial distribution of China's industries. On the one hand, industrial agglomeration can effectively enhance industrial competitiveness and promote regional economic growth, which has a significant positive role.On the other hand,in the process of industrial agglomeration, agglomeration rent will rise, environmental pollution and other negative effects. Therefore,it is necessary to study the impact of industrial agglomeration on environmental pollution, explore the scale of agglomeration beneficial to the environment, and solve the contradiction between economic growth and environmental pollution. This paper conducts theoretical and empirical research on the degree of industrial agglomeration in China from the regional level.Through analyzing the current situation of industrial agglomeration and environmental pollution in the region and the mechanism of industrial agglomeration on environmental pollution, the paper concludes that there is a non-linear relationship between the impact of industrial agglomeration on environmental pollution after preliminary study, and through empirical research,it analyses the impact of industrial agglomeration on the environment. The effect of environmental pollution can provide decision-making reference for government departments to use industrial agglomeration to promote the improvement of environmental pollution.Firstly, through collecting and sorting out the statistical data of 29 provinces, the agglomeration degree at the regional level is measured by industrial proportion and industrial location entropy, the agglomeration degree of industry is measured by spatial Gini coefficient, and the environmental pollution situation is measured by industrial sulfur dioxide emission.Through the analysis of industrial agglomeration degree and environmental pollution situation,it is found that the industrial agglomeration is mainly in the eastern region, followed by the central region and the western region. There is no obvious agglomeration characteristic in the region;the total industrial sulfur dioxide emissions are still high, the growth rate of emissions is slowing down, and the discharge of industrial agglomeration is higher in the regions with higher industrial agglomeration degree, and the gap of pollutant emissions between regions is large.Secondly, this paper discusses the impact mechanism of industrial agglomeration on environmental pollution. On the one hand, with the development of industrial agglomeration, agglomeration has a positive impact on environmental improvement through knowledge spillover effect, infrastructure sharing effect, labor force sharing effect, and intermediate input sharing effect;on the other hand,it will also cause congestion effect due to excessive agglomeration of production and labor force, which will cause enterprises in the region. In the vicious competition of industry, when the emission of pollutants and the discharge speed exceed the environmental carrying capacity too much,it will cause the accelerated deterioration of the environment.Under the combined effect of positive and negative effects, the impact of industrial agglomeration on environmental pollution will present a non-linear threshold effect. When the level of industrial agglomeration changes to a certain extent, agglomeration is conducive to the improvement of the environment. When industrial agglomeration crosses the threshold, excessive agglomeration will lead to the deterioration of environmental pollution.Thirdly, based on the data of 29 provinces in China from 2000 to 2016,a threshold panel regression model with industrial location entropy as the threshold variable and the core variable is constructed. With industrial sulfur dioxide emission as the explanatory variable, the influence of industrial structure, foreign capital utilization and other related control variables is comprehensively considered, and the different degree of industrial agglomeration on environmental pollution is studied from the regional level.Effect.Threshold panel regression results show that the impact of industrial agglomeration on environmental pollution in China has a significant single threshold effect, showing a positive U-shaped overall. When the industrial agglomeration degree is lower than the threshold value, with the increase of industrial agglomeration degree, the positive effect of industrial agglomeration on environmental pollution is obvious, that is,industrial agglomeration promotes the improvement of environmental pollution in agglomeration area;when the industrial agglomeration degree crosses the threshold value, the impact of industrial agglomeration on environmental pollution changes, and the improvement of industrial agglomeration degree of environmental pollution will deepen. There are differences in the impact of industrial agglomeration on environmental pollution in different regions. The double-threshold model in the East has significant effect, the single-threshold model in the middle has significant effect, showing a positive U-shaped effect, and the western has not passed the threshold effect test in the research period. Finally, based on theoretical and empirical analysis,in order to promote rational industrial agglomeration, promote economic growth and reduce environmental hazards, the government should reasonably increase agglomeration scale, accelerate agglomeration upgrading, and strengthen environmental governance and supervision.
