City is a crucial foundation for human's living,production and development and it has been playing an important role in human civilization.With the rapid urbanization and development of cities,the security of cities becomes more and more vital.However,natural disaster has still been one of the the main threats to urban safety.It can damage the buildings and the citizens in the cities and influence the functions of cities.To protect the urban safety efficiently,the cities' safety situations should be clarified.Based on totally considering the influence factors of the urban safety,the shortcomings of the current work can be known.As a result,the targeting measures can be drawn up and the urban safety situations can be improved.Thus,it's very meaningful to do the assessment of the urban safety.This thesis comprehensively studied the influence mechanisms of the disasters on cities and the cities'defence mechanisms to disasters.Then the evaluation system,index database and evaluate method to assess the urban safety are established.Taking six kinds of disasters(urban flood and waterlogging,drought,low temperature,sandstorm,earthquake as well as rockfall,landslide and debris flow)into consideration,the comprehensive safety situations of 596 cities in Chinese mainland are assessed.Then the thesis taked one specific city as the study object,established the SWMM model on Zhengzhou city,combined the simulation result with the evaluation system,assessed and regulated the safety situation of Zhengzhou city under the urban flood and waterlogging disaster.Finally,the future strategies of urban security are put forward.The major elements of this thesis are as follow:(1)The study of the mechanism of urban disaster.This thesis studied and explained the theory of urban disaster safety,analyzed the influence of disaster on cities and the defence mechanism of cities to disaster.On this basis,this thesis comprehensively considered the influence factors of urban disaster safety and the interaction among them,and an evaluation system was established to assess the safety situation comprehensively.(2)The urban disaster safety integrated assessment of Chinese mainland cities.Taking the Chinese mainland as the study area,this thesis assessed the urban safety situations of the cities quantitively.Based on the assessment results,the safety situations of Chinese mainland cities and their spatial distribution patterns were analyzed,the urban disaster regionalization of Chinese mainland cities was drawn up,and the targeted suggestions were put forward.(3)Assessment of Zhengzhou City's urban safety under flood and waterlogging disaster.The SWMM simulation model of Zhengzhou city was established and run,combining the simulation result and the assessment system,the assessment and regulation of the safety situation of Zhengzhou city under urban flood and waterlogging disaster were launched,and the suggestions on urban flood prevention and regulation were put forward.(4)The study of the strategy of urban disaster prevention in the future.On the scales of contry and specific cities,the future strategies of urban disaster prevention were formulated and nine suggestions were put forward,including promoting the integrated management of natural disasters,perfecting the legal system of disaster management,etc.
