The petrochemical industry has the characteristics of flammable,explosive,high temperature and high pressure,toxic and harmful,and there are many unsafe factors in the production process.The safety risk analysis of chemical plants is not only a basic task to ensure safe production and improve the intrinsic safety level,but also an important measure to eliminate hidden dangers and prevent accidents.In domestic petrochemical enterprises,most of the current risk assessment are qualitative and semi-quantitative methods.Compared with foreign countries,there are few researches and applications in quantitative risk assessment.On the one hand,there is a lack of relevant norms and standards in China,and on the other hand5 because there is a lack of corresponding databases in China,the calculation of failure probability and accident probability is highly biased.In addition,for complex systems such as chemical plants,it is difficult to accurately grasp the safety situation by using only a qualitative or quantitative evaluation method.In this paper,the vinyl acetate plant(ethylene method)of a petrochemical enterprise in China is taken as the research object,and the safety risks in its production operation are analyzed.Firstly,through the literature research method and the safety checklist method,the potential risk factors in the operation of the device are identified,and the major hazard source level of the device is determined to be three.Through the accident case analysis method,20 typical cases of chemical plant occurrences were deeply analyzed,and the causes of accidents were summarized as 6 categories.By comparing 11 kinds of safety risk analysis methods and combining the structural characteristics of ethylene vinyl acetate plant,the risk analysis mode of the device is proposed:firstly,the risk analysis method is adopted for the overall risk of the device,and then the important units of the device are used.The chemical fire explosion index method is analyzed,and finally the three-level risk analysis mode for frequency quantification analysis of key nodes.Based on the overall risk analysis of the device,confirm whether the safety protection measures of each unit are effective,and then use the scene analysis method combining HAZOP and LOPA for the key nodes of each unit.The consequences of the accident caused by the specific deviation are quantitatively analyzed to form a stereoscopic analysis of the device from the whole to the local and from the face to the point.This paper firstly uses the safety checklist method,the literatlre research method,the risk analysis method,the Dao chemical fire explosion index method to conduct a preliminary analysis of the overall risk of the device,and evaluate the fire and explosion hazard level of each unit under the existing safety measures.Hazard and operability analysis(HAZOP)and protective layer quantitative analysis(LOPA)are used to quantify the scene risk of key nodes in each process unit to determine whether the residual risk under the existing protection layer is acceptable.Propose targeted recoumendations and verify.The research results of this paper provide a scientific basis and reference for the process safety management of the device,effectively improve the safety management level of the device,and provide a safety risk analysis case for similar chemical devices in service.
