As the reform of state-owned enterprises goes deeper and deeper in the past years,as an important component of state-owned enterprises,tobacco companies propose of their overall strategic goal,that is,realizing the improvement of the high quality development of tobacco industry.At the same time,with the proposal of "three major topics" in the tobacco industry,the research on how to optimize resource allocation so as to improve resource energy efficiency will be gradually deepened.With the deepening of marketing reform in the tobacco industry,enterprises have realized that talents will play a leading role in corporate strategy,which makes the important strategic position of human resource management become increasingly prominent.Therefore,the way of optimizing the allocation of human resources and the salary system playing the role as an incentive leverage shall also be constantly updated and improved.XH County Tobacco Company,as a member of the tobacco industry,sticks to the salary management in a traditional way,non-matching the standard requirements in market-oriented reform.Therefore,the study on the salary system of XH County Tobacco Company under the general framework of industry salary system control has important reference significance for the market-oriented development of the tobacco industry.First,in this paper,it gives introduction to the background,the purpose and the significance of this study.In addition,it also carries out elaboration on the study of salary management at home and abroad and in this industry as well.By taking salary system design ideas and content as the starting point,the paper builds this research framework,and then through the literature review of salary theory,it explains the enterprise salary system.Combined with the actual situation of XH County Tobacco Company,the paper takes its salary system as the research object and introduces the general situation of the enterprise and its active salary system.Through investigation and research on the active salary management of the enterprise,the paper finds out problems as follows: lack of scientific basis in formulating salary standard;unreasonable salary structure;the performance compensation of non-business positions is incomplete;low percentage of performance-based salary appraisal,etc.Later,the paper analyzes the existing problems,finds out reasons and developscountermeasures for improvement: firstly,carry out comprehensive evaluation of each position according to the results of the analysis of the relevant positions through the optimization of strategic goal decomposition;then,the optimization of compensation system for different positions and develops a series of effective measures to open up the promotion channel for employees through constant improvement of salary management mechanism so as to ensure that the salary system is comprehensive and scientific.In order to give full play to the function of the new salary system,the corresponding safeguard measures are redesigned to ensure its smooth operation and harmonious development.Through this improvement,XH County Tobacco Company's new salary system has been improved as follows: the first is to enhance the degree of correlation between salary and the company's strategic objectives.The improved salary management system is both highly integrated with the strategic objectives of the tobacco company and achievable by employees.The second is to innovate salary assessment method.Different salary distribution coefficients are designed according to different post levels and the whole salary management assessment index is highly efficient and easy to operate.The third is to expand channels for increasing employee salary.It expands the salary and promotion channels for professional and technical positions so that all employees will have equal opportunities for career development.The fourth is to enhance the dynamic management of employee salary.The accomplishment of dynamic adjustment of employee salary is able to,to some extent,fulfil promotion/demotion and survival of the fittest,which greatly stimulates their sense of responsibility and work initiative.
