Study On Evaluation Method Of Flexible Control Ability Of Accident Risk In Chemical Industry Park

The production,storage,use and transportation of huge quantities of dangerous chemicals in chemical industry parks will not only pose a great threat to the safety and health of personnel inside and outside the parks,but also cause serious damage to the equipment,facilities and materials of enterprises in the parks,as well as serious economic and social losses such as pollution and damage to the environment around the parks.Improving the flexible control capability of accident risk control in chemical industry parks is an important measure to solve the severe safety situation in China's chemical industry.(1)This paper summarizes the relevant literature and information on flexible control at home and abroad,analyses the characteristics and commonalities of flexible control in various fields,defines the accident risk flexibility of Chemical Park as the ability of chemical park to maintain or rapidly restore its safety state when disturbed by internal and external disturbances,and to improve its adaptability through internal optimization.Physical space serves as the foundation to provide security and support,social space is the dominant factor,and information space serves as a link,which organically combines to form the three-dimensional space of the chemical industry park.Based on the system theory,this paper analyses the three-dimensional space composition and demand of the physical space,social space and information space of the chemical industry park,and summarizes the specific measures to improve the flexibility of the park.(2)Empirical analysis and fault tree analysis are used to analyze the case of Qingdao "11.22" oil pipeline explosion accident,get the basic events of the accident,summarize the shortcomings of existing risk control,and provide the basis for selecting indicators for building the evaluation index system of accident risk flexible control ability.(3)By studying the concept of flexibility in chemical industry parks and analyzing the composition and demand of three-dimensional space in chemical industry parks,combining with the analysis results of accident tree of typical cases,the evaluation index system of flexible control ability of accident risk in chemical industry parks is constructed according to the improvement of monitoring and early warning ability,response ability and learning ability of chemical industry parks.Taking a chemical industry park as an example,the evaluation index system of accident risk flexible control ability for chemical industry park is applied in engineering.
