Research On Value For Money Evaluation Of Waste Incineration Power Generation PPP Project In Y City

With the development of society,the continuous innovation of urbanization strategy,the demand for infrastructure and services is increasing,and it is difficult to meet this demand with a single financial investment method.Under this background,the PPP model has become an effective way to solve this problem.It is widely used in China with its own unique high economic efficiency.In order to judge whether a project can adopt the PPP model,according to the guidelines issued by the Ministry of Finance of China,it is necessary to evaluate the value of the project in the early stage of decision-making,and the qualitative evaluation and quantitative evaluation are included in the value-formoney evaluation.Based on the characteristics of waste incineration power generation,this paper constructs a value-added evaluation model for waste incineration power generation PPP project.At the time of model construction,it is found that the basic indicators in the qualitative evaluation of waste incineration power generation projects mainly have full life cycle integration degree and competition.The degree and financing,etc.,supplement the main project scale and industry demonstration.This paper also discusses the key influencing factors such as risk identification and distribution in waste incineration power generation PPP project and the discount rate in quantitative evaluation.It is concluded that the discount rate should be based on the risk-free discount rate when quantitatively evaluating waste incineration power generation projects.Mainly.Finally,based on the constructed model,the qualitative and quantitative evaluation of the municipal waste incineration power generation PPP project in Y City was carried out.The analysis and calculation showed that the project was qualitatively and quantitatively evaluated.The research in this paper will help to provide reference for other value-added evaluation of waste incineration power generation projects,and will also help promote the application of value-added evaluation methods for PPP projects.
