Study On Performance Evaluation Of PPP Project Of Waste Incineration Power Generation

As the China's industrialization and urbanization rapid development,the total amount of urban domestic garbage has increased dramatically,and garbage management has become a difficult problem.Among modern domestic waste treatment methods,incineration power generation from domestic waste is the best way to dispose of domestic waste in a “reduce,harmless,and resource-based” manner,and its effectiveness and importance have become the consensus.Applying waste incineration power generation project PPP mode can alleviate the government's financial pressure and improve the level of waste management effectively.Reasonable and effective strong the project from the project to completion and operation of all links of efficiency,and has important reference value for the implementation of subsequent PPP projects.We study the application status PPP project of domestic waste incineration power generation in China,clarifying the research direction through the analysis of PPP model,the theories about performance evaluation,and the research status.Following the principles of comprehensiveness,scientificity,and operability,we establish a performance evaluation index system,which is on the public goods theory,stakeholder theory and the balanced scorecard theory as the foundation,and stand in the perspective of the balanced scorecard,in view of the case project,build the corresponding performance evaluation index system,and in the process of building,the demands of various stakeholders into consideration,and then clear the main idea and the appropriate strategic objectives.Then,the entropy method is used as a tool to clarify the corresponding index weight,and the fuzzy comprehensive evaluation method is used as a tool to build the corresponding performance evaluation model for the case project.Finally,according to the specific implementation status of the case project,the corresponding evaluation activities are carried out to test whether the performance evaluation index mechanism and evaluation model established by the author are effective and practical.and practicality of our evaluation system andevaluation model is proved by the actual performance of the case.
