Research On The Safety Supervision Of Dangerous Chemicals In China

The rapid development of the chemical industry has promoted the development of economy and brought much convenience for people. At the same time, dangerous chemicals also posed a potential threat to people's life and the environment. The supervision of hazardous chemicals is an important responsibility of the government.This paper use a variety of theories as the basis for the research. It combines the supervision of dangerous chemicals with public administration and introduces the linkage coordination mechanism which is in the process of crisis management into the supervision of dangerous chemicals. This paper analyzes the current situation of the supervision of dangerous chemicals in China from four aspects which contains legislative coordination, organization coordination, resource coordination and external mobilization. In the aspect of legislative coordination mechanism, there are some problems such as incongruity in legal regulation, lack of legislation and excessive discretion. In the aspect of organization coordination mechanism, there are some problems such as the lack of information and linkage,and it's responsibility is unclear.There are also some problems such as incomplete information technology and weak construction of personnel, as well as the lack of good supervision environment and social participation in the external mobilization mechanism. Compare with the supervision system of the United States, Britain, France, Japan and other countries,China's hazardous chemicals supervision regulation can be coordinated from the legislative, organizational, resource allocation and external mobilization . So we can establish a coordinated mechanism for the supervision of dangerous chemicals in China, and enhance the supervision level of China's dangerous chemicals.
