| Since the reform and opening up,China s economy has developed rapidly and the problem of environmental pollution has become more and more serious.In recent years,a series of policies to control pollution have been promulgated and implemented.The new keqiang Index has become an important indicator to measure China s economic development.How to realize the eco-economic-people s livelihood and coordinated development path is the focus of current high-level central leadership.However,the implementation of environmental regulation will inevitably affect economic and social development,especially employment growth.How to deal with the relationship between environment and employment is very worthy of study.Then,environmental regulation will increase or decrease labor and employment.Since ancient times,there has been a lot of debate in the academic world.Classical economics believes that environmental regulation reduces employment,because environmental regulation increases the production cost of enterprises,and enterprises have to cut costs through layoffs.The double dividend hypothesis believes that the unemployment caused by environmental regulations is negligible,but the promotion effect is more obvious.The opposite result is due to the heterogeneity of the development of the industry and the region,which has a heterogeneous effect on employment.Therefore,the impact of different environmental regulations on employment in different regions is inconsistent.Considering that China’s resource-based regional environmental problems and employment issues are representative,this paper will take China s typical resource-based cities as the main research object,and adopt urban panel data,which is divided into exhausted resource-based cities and two-exhausted resource-based cities.From the perspective of establishing an intermediary model,empirically test the direct and indirect impact of environmental regulation on employment from two points of industrial structure and technological innovation.The results show that the impact of environmental regulation on employment is positive in both resource-exhausted cities and non-exhaustive types;environmental regulation can promote industrial structure upgrading and technological innovation;the intermediary role of industrial structure upgrading is significantly positive,and technological innovation The mediating role is significantly negative.Therefore,this paper believes that the intensity of environmental regulation in resource-based cities should be strengthened,and corresponding environmental regulation policies and employment protection policies should be formulated according to the characteristics of regional development to promote industrial structure upgrading,technological innovation and educationdevelopment,maximize employment creation,and realize ecological-economic development.The benign development of the harmonious development of people s livelihood. |
