The “Beijing-Tianjin-Hebei Collaborative Development Plan” is being implemented steadily as a national strategy and top-level design, especially in response to the “problem-oriented” and “precise policy” requirements for industrial transfer based on the functional orientation of Beijing-Tianjin-Hebei,and there is an urgent need to address the long-term tradition in the region. The industrialized energy consumption pattern leads to the problem of atmospheric pollution caused by the sharp rise of greenhouse gas emissions and over-exploitation of energy,in order to achieve regional low-carbon sustainable development. Therefore, based on the industrial production management theory and method, the carbon emission analysis and countermeasure research of the Beijing-Tianjin-Hebei regional industry subdivision is aimed at the Beijing-Tianjin-Hebei carbon emission from the deep-level industrial structure adjustment and transformation of production mode.Analysis and precise policy. The topic selection of the thesis has important research value and practical significance for providing relevant scientific criteria for government public utility management subjects and government relevant departments to make decisions.Based on the specific research content, this paper is based on the industrial structure optimization of the Beijing-Tianjin-Hebei region and the intrinsic link between industrial structure and high-carbon emissions.First, the carbon emission and industrial structure optimization are applied to the carbon emission and industrial structure of Beijing-Tianjin-Hebei.The current situation is analyzed to find out the problems of high carbon emissions and unreasonable industrial structure in the region.Secondly, through the STIRPAT factor decomposition model, the factors affecting carbon emissions are divided into per capita GDP,industrial structure, urbanization level, population quantity and energy intensity, and the gray correlation analysis method is used to determine the impact of the above five factors on carbon emissions.Degree, calculate the correlation between the research industry structure and the status quo of Beijing-Tianjin-Hebei carbon emissions;again, based on the industry subdivision method, the industrial structure is subdivided into eight industries, and the inter-industry and the Beijing-Tianjin-Hebei carbon per capita are calculated through the correlation degree. The correlation coefficient of emissions, which in turn leads to the correlation between the segmented industries and carbon emissions; Finally, according to the industrial production management technology and industrial industry system management optimization theory and method, and based on the above-mentioned research, the Beijing-Tianjin-Hebei industrial structure and the segmentation industry and carbon emissions correlation degree proposed targeted countermeasures, and then to achieve Beijing-Tianjin-Hebei Coordinated development of industrial transfer process to optimize the industrial structure and precise policy to provide decision-making basis.
