As an important growth pole and urban agglomeration in northern China,the Beijing-Tianjin-Hebei region has many advantages in politics,science and technology,education,and culture.Its rise and fall have an important impact on China's political stability,science and education development,and international image.At the Beijing-Tianjin-Hebei Synergetic Development symposium on February 26,2014,General secretary Xi Jinping raised the Beijing-Tianjin-Hebei synergetic development strategy to the national strategic level for the first time,and proposed seven requirements for promoting the Beijing-Tianjin-Hebei synergetic development.Among them,the third one proposed a clear requirement especially for realizing the Beijing-Tianjin-Hebei industrial synergetic development,and the fifth one focused on how to strengthen the coordination and cooperation in the protection of ecological environment and resources such as the prevention and control of air pollution in Beijing,Tianjin and Hebei.Thus,the industrial integration and the control of air pollution,such as the haze,are both the key issues to be solved in the process of the Beijing-Tianjin-Hebei synergetic development.In recent years,the haze has swept most of China's regions,among which the haze pollution was particularly serious in the Beijing-Tianjin-Hebei region.People can not help asking,how is the haze weather formed and gradually aggravated in the Beijing-Tianjin-Hebei region?How can we walk out of a path of economic prosperity and environmental friendly sustainable development?Whether the economic integration and the control of the haze can be advanced together and make substantial progress in the Beijing-Tianjin-Hebei region or not?For solving the problems above and considering that different industrial agglomeration patterns correspond to different industrial structures,while the energy consumption structure and energy consumption intensity of different industries are different,and the characteristics of the industrial structure of a region also determine the energy consumption characteristics and the pressure on the environment.This has made it possible for us to link industrial integration and haze governance to advance in concert.The paper starts from the energy consumption characteristics of the industrial structure of the Beijing-Tianjin-Hebei region and the characteristics of the industrial Association,as well as the typical characteristics of the industrial agglomeration model.Then analyzes and quantifies the formation mechanism of the increasingly serious smog weather and the slow progress of industrial integration in the Beijing-Tianjin-Hebei region,based on the characteristics of energy consumption and industrial association in the industrial structure and typical characteristics of industrial agglomeration patterns,The paper further demonstrates the industrial integration and haze governance linked together to promote the practical possibility of coordinated.Finally,according to the results of statistical analysis,some feasible suggestions are put forward for the coordinated promotion of Beijing-Tianjin-Hebei industrial integration and haze governance.According to the above research ideas,the full text is divided into 8 chapters.The main research conclusions are as follows:First,the typical characteristics of Beijing-Tianjin-Hebei industrial structure and industrial agglomeration model.(1)Overall,the energy consumption structure in the Beijing-Tianjin-Hebei region is still dominated by coal.(2)The energy-intensive industry in Beijing has shifted from the secondary industry to the tertiary industry.The energy-intensive industries in Tianjin and Hebei Province are still dominated by the secondary industry.(3)Most industries in Beijing-Tianjin-Hebei that have a large backward pull effect have relatively large energy consumption,and vigorously promoting the development of these industries will cause problems of increased pollution emissions,which wil!cause frequent smog weather.(4)At the same time,most of the industries in the Beijing-Tianjin-Hebei region that have a large degree of prior affiliation are mainly high-energy industries such as metal smelting and compression processing,chemical industry and power production,heat production,and supply industry,which are often accompanied by high emissions and high pollution.As a result,smog weather frequently occurs(5)Beijing's industry has the highest degree of unrelated diversification,followed by Tianjin,and Hebei Province has the lowest;Hebei Province has the highest degree of related diversification,followed by Beijing,and Tianjin has the lowest level;Overall,the 13 cities in the Beijing-Tianjin-Hebei region showed that the level of unrelated diversification of the industry was higher than its related diversification level.(6)Beijing has the highest level of specialization,followed by Tianjin and Hebei Province.In general,the industry in the Beijing-Tianjin-Hebei region(except for Beijing)has a low degree of specialization.Second,about.the status quo of Beijing-Tianjin-Hebei industrial integration.In this study,it is concluded that two important aspects of judging the degree of regional industrial integration are whether the trade relations between regions in the region are close and whether the division of labor is clear.If both are available,then the degree of industrial integration between regions is high.On the basis of this,the paper measures the degree of integration of Beijing-Tianjin-Hebei industry by constructing the index system.The results show that the integration of Beijing-Tianjin-Hebei industry is in the middle level and has obvious volatility.Its weak link shows that the degree of market integration(indirectly reflects whether the trade links are close or not)is not high and the regional division of labor is low too.Third,on the relationship between the smog weather and industrial structure of Beijing-Tianjin-Hebei.By measuring the main components of smog emitted by various industries and using the structural decomposition technology(SDA)based on the input-output table,the relationship between the smog weather of Beijing-Tianjin-Hebei and the industrial structure is analyzed.The results showed that:(1)From 2007 to 2012.the total emissions of primary sources of NOx,SO2,PM10 and PM2.5 in Beijing showed a decrease trend,while Tianjin and Hebei Province showed an increase trend.(2)The industries where the emissions of the four pollutants in Beijing have increased by a large amount include the metal smelting and compression processing industry,the oil processing,Coke refining and nuclear fuel processing industry,the oil and natural gas mining industry,and the production and supply of electricity,heat and gas.The factors that cause these industries to increase the emissions of the four pollutants mainly include energy consumption intensity effect,energy consumption structure effect,technology advancement effect,industrial structure effect,and added value rate effect.However,due to the fact that other services(other than wholesale and retail trade,transportation,storage and postal services,accommodation and catering,and real estate industries)have contributed to the reduction of emissions of four pollutants,which has significantly reduced the emissions of atmospheric pollutants,this has directly led to the reduction of the total emissions of the four pollutants in Beijing.In general,the emission reduction factors of various industries in Beijing have energy consumption structure effect,energy consumption intensity effect and added value effect(except NOx),additive factors include technological progress effect,final demand total effect and industrial structure effect(except for SO2).(3)Other industries where the emissions of the four pollutants in Tianjin have increased by a large margin include other service industries,transportation,warehousing and postal services,construction industry,coal mining and washing.The factors that cause these industries to increase the emissions of the four pollutants mainly include the effects of technological progress,industrial structure,and the final total demand effect.On the whole,the emission reduction factors of various industries in Tianjin have energy consumption structure effects,energy consumption intensity effects,added value rate effects,and industrial structure effects.The addition factors have the final total demand effect and technical progress effect(except PM 10).However,because of the significant increase in the final total demand effect,the total emissions of the four pollutants in Tianjin are increased.(4)The industries in which the emissions of the four pollutants in Hebei Province have increased by a large margin include coal mining and washing,oil processing,Coke refining and nuclear fuel processing,construction,and metal products.The factors that cause these industries to increase the emissions of the four pollutants mainly include industrial structure effect,technology progress effect,energy consumption intensity effect,added value rate effect and final demand total effect.Other services,metal smelting and compression processing industries,non-metal mineral products and other industries contributed to the reduction of emissions of four pollutants,which offset the emissions of atmospheric pollutants to a certain extent.On the whole,the total demand and industrial structure of the air pollutants in various industries in Hebei Province have the effect of the final demand increase.The emission reduction factors include the energy consumption structure effect(except for SO2).the energy consumption intensity effect,the added value effect,and the technological progress effect.Haze weather in Hebei province is mainly caused by strong final demand and unreasonable industrial structure.Fourth,the relationship between the industrial integration of Beijing-Tianjin-Hebei and the industrial agglomeration model.Firstly,by constructing the boundary effect model,the paper makes an empirical test on whether there are significant administrative boundary effects in the Beijing-Tianjin-Hebei region.On the basis of confirming the existence of significant administrative boundary effect in Beijing-Tianjin-Hebei,this paper further uses statistical comprehensive evaluation method to quantify the level of administrative barriers in Beijing-Tianjin-Hebei.Then taking administrative barriers as important control variables,through the construction of structural equation model(SEM),this paper empirically analyzes the impact of various modes of industrial agglomeration on the level of industrial integration.The conclusions are as follows:(1)During the sample period,the industry-related diversification and administrative barriers in the Beijing-Tianjin-Hebei region had a significant negative impact on regional market integration,and the non-industrial diversification and specialization agglomeration had a significant promotion effect on regional market integration.(2)Industrial related diversification,unrelated diversification,and administrative barriers in the Beijing-Tianjin-Hebei region have a negative impact on regional industrial division of labor.The concentration of industrial specialization has a positive impact on regional industrial division of labor,and only administrative barriers have a negative impact on regional industrial division of labor.The effect is not significant.The other effects are significant.(3)Overall,the related diversification,unrelated diversification and administrative barriers of the Beijing-Tianjin-Hebei industry have a significant effect on the development of industrial integration,and the specialized concentration of industries has a significant promotion effect on the industrial integration process.However,the pattern of industrial agglomeration in the Beijing-Tianjin-Hebei region is mainly diversified agglomeration,and its level of unrelated diversification is higher than its related diversification level,while the level of specialization in Beijing-Tianjin-Hebei is low.The combination of the above factors eventually led to the slow integration of Beijing-Tianjin-Hebei industries.Finally,based on the analysis conclusion of the full text,and drawing on the experience of international haze governance and industrial integration,some pertinent policy suggestions have been put forward for the coordinated promotion of Beijing-Tianjin-Hebei industrial integration and haze governance.Including:clarifying the overall thinking of coordinated advancement,grasping regional characteristics and functional positioning,coordinating regional elements and industrial division of labor,accelerating the pace of industrial structure and energy structure adjustment.
