The Participation Of Residents In Urban Community Ecological Environment Management

Urban residents' participation in community ecological and environmental governance is an important part of the system of grassroots self-government.It fully embodies the socialist democratic political system with Chinese characteristics and is the basis for the modernization of the country's governance system and capacity.This paper takes the ecological environment as the perspective,the community governance as the key point,takes the Jinbangyuan community in Changping district of Beijing as the case,analyzes the important role of residents in the community ecological environment governance and the existing deficiencies,explores the path of urban residents ecological environment governance,and provides reference for the urban ecological environment governance.The practice of resident participation in urban community environmental governance has been gradually expanded along with the reform of China's social management system,which has played an important role in promoting urban community governance and grassroots democratic development.To achieve established political goals,the phenomenon of excessive mobilization of local governments,sub-district offices,neighborhood committees and other organizations still exists.There also exists the phenomenon that failures to support or even suppress resident participation in the name of "maintaining stability".Residents or organizations do not have a high sense of community identity and sense of belonging,and they pay too much attention to individual interests in participation,which leads to various difficulties for residents to participate in community environmental governance.This paper is divided into six parts.The first chapter introduces the background,methods and significance of this study,and summarizes the status of residents' participation in urban community ecological environment governance at home and abroad.The second chapter mainly summarizes the basic concepts involved in the study of residents' participation in urban community ecological environment governance and the main factors influencing residents' participation.The third chapter describes the main practices and successful experiences of residents' participation in community environmental governance in Jinbangyuan,and discusses the current situation of residents' participation in practice.The fourth chapter analyzes the problems and obstacles of residents' participation from many aspects,and puts forward the measures to improve the present situation of residents' participation in the fifth chapter.Finally,the paper expounds the conclusion that promotes the community residents to participate in environmental governance,and formats of multiple participation cooperation mechanism are the necessary way of community environmental governance.
