At present,the situation of safety production in China's construction industry is grim.It is difficult to meet the current safety requirements by relying solely on contractors' safety management of construction projects.Through the analysis of a large number of accident cases,it is found that the owner's participation in project safety management is not universal enough,which has become an important reason for frequent accidents.Therefore,it is urgent to give full play to the owner's role in accident prevention.Through literature analysis,this paper summarizes the provisions of laws and regulations of developed countries and regions on owners' safety responsibility,and summarizes the mode of owners' participation in construction safety management in developed countries and regions.The property of owner and contractor is analyzed and the relationship between them is analyzed by game model.Game results show that safety management of owner-led project can greatly reduce safety production accidents.The present situation of owner's participation in project safety management in China was investigated and analyzed by questionnaire.Based on the above research,the safety management mode of owner-led construction project is put forward,and the construction principle,implementation method and policy guarantee of the mode are discussed in detail.The safety management mode of the project led by the owner in this paper has certain reference significance for solving the problem of insufficient universality of the owner's participation in the safety management of the project,and can improve the safety production situation of the construction industry in China to a certain extent.
