Tabei Project Department, as an important oil and gas production unit of Tarim Oilfield, is faced with increasing amount of surface construction due to its development and construction in a large-scale, high-speed, short-cycle and fast-paced method. Factors, like improvements in ground construction management and technical requirements, geological structure and characteristics of carbonate rock, result in the conflicts and pressure of the status quo of the operation and management in terms of management model, technical level, operation standard and personnel arrangement. Traditional project management model is under stern challenge."Owner+E+PC" project management model splits the traditional EPC project management model. It allows for the independent subcontract of the design section, collective subcontract of procurement and construction. Owners can monitor and control the entire project. Such model overcomes the shortcomings of traditional project management model while giving full play to the advantages of designers and contractors respectively. Meanwhile, it strengthens the leading role of the owners on the project management, shrinks their managerial scope, decreases the risks and consolidates the effective connection between procurement and construction.Proceeding from the present construction and project management of the Tarim Oilfield, with the Tabei Ground Project as the research object, this thesis analyzes the applicability of the "Owner+E+PC" model in this project by its definition, characteristics, application conditions and comparing the advantages and disadvantages of several common managerial patterns. The focus of analysis lies in the transformation of procurement procedures in procurement management of the ground department, the application of several management tools in HSE, three stages control and the application of quality control and earned value under the PDCA cyclic method and in the duration and expenditure management respectively. It turned out that this model excels in quickening the procurement, controlling the project investment, ensuring project quality, meeting the duration and improving the safety culture. With other supporting measures, this model serves as important reference for other construction projects on the oilfields.
