Global warming,extreme weather such as haze,acid rain and tsunami,abnormal weather seriously affecting the survival and development of human beings.The reason is closely related to the large amount of greenhouse gas emissions such as carbon dioxide.The current carbon emission calculation and The method of dividing responsibility is not reasonable enough.There is a large amount of "carbon leakage" in the increasingly developed trade.It is the top priority of all countries in the world to effectively control carbon emissions by scientifically measuring carbon emissions and rationally dividing carbon emission responsibilities.With the increase of trade volume between China and China's provinces,carbon emissions are also showing an increasing trend.Shaanxi is a major energy province and a carbon-emitting province in,China.It provides energy security for other provinces and implies a large amount of trade output.A lot of carbon emissions.Therefore,formulate more reasonable carbon emission guidelines,clarify the responsibility sharing of energy trade parties in carbon emission reduction targets,and have certain guidance for balancing Shaanxi trade,energy conservation and emission reduction relations,and formulating effective trade policies and emission reduction policies,significance.In order to clarify the impact of ShanXi Province on China s carbon emissions,this study is based on the input-output method and the carbon emission coefficient method,using the 2012 China s 30 provinces and municipal carbon emissions input and output tables and China s 2012 carbon dioxide emissions data for the Chinese production side and The carbon emissions on the demand side were accounted for separately,and three different schemes were used to re-share the carbon emissions caused by trade with other provinces in ShanXi Province to analyze the impact of ShanXi Province on China's carbon emissions and propose carbon.Policy recommendations for emission reductions.This paper comprehensively applies the multi-regional input-output method and the carbon emission coefficient method to carry out corresponding research on the theme of 2012 domestic trade carbon emission in Shaanxi.The main research contents are as follows:(1)Carbon emission coefficient of domestic trade in Shaanxi and production side and consumption side Carbon emissions were measured and found that Shaanxi's carbon emission coefficient is still relatively high compared to the eastern developed provinces;Shaanxi plays a carbon emission role in the domestic carbon emission system,meeting the final needs of other provinces,but The carbon emissions caused by the production of products remain in the province,and there is an unfair share of carbon emissions responsibility;Shaanxi's carbon emissions are mainly concentrated in the energy and chemical industries,heavy metals manufacturing and other parts.(2)Through the calculation of carbon emissions in Shaanxi domestic trade,this paper uses three different schemes to compare and analyze the carbon emission sharing undertaken by Shaanxi,and optimizes the measurement method,considering both indirect trade effects and double counting.(3)Based on the calculation results of carbon emission and responsibility sharing,the following policy recommendations are proposed:increase the investment of scientific research funds,increase the quantity and quality of input and output products of their own units,reduce the carbon emission coefficient of different sectors;change the industrial structure and reduce energy-intensive The proportion of industry in the province's economy,free from the dependence on other provinces'resources;adjust Shaanxi's industrial structure,optimize energy ratio,promote the use of clean energy,reduce carbon emissions;based on the principle of fairness,determine the responsibility of carbon emissions in Shaanxi.
