Study On Carbon Emission Responsibility In Chinese Export Trade Under Shared Principle

At present,countries are increasingly concerned with the effects of trade on environment.In today's world economy,developed countries are more likely to develop high value-added industries.They meet their consumption needs of low value-added industry through import from developing countries.Carbon emission responsibility impose to developing countries from developed countries implied in the behavior of trade.At present,the international data of carbon emission calculate based on "producer responsibility" principle and ignoring the differences between domestic consumption and export trade consumption.Developed countries meet the needs of economic development and avoid a large amount of carbon dioxide emission by this way.They transfer the carbon dioxide emission in the process of the production to developing countries indirectly.Developing countries forced to bear the high carbon emission that is not consistent with their consumption level.As the biggest country of export trade in the world,our country is known as the "world factory".The high carbon emission intensity and energy-intensive products occupy a great proportion in export trade of our country.In the process of exporting these high carbon intensity and energy-intensive products,our country is also liable for carbon emission of producing.Due to the high carbon intensity and high energy consumption industries are relatively poor in technology,with the rapid development of foreign trade,the net exports of carbon emission in our country has reached 17%-23% of the domestic carbon emissions per year.Our country is taking a lot of carbon emission responsibility driven by foreign consumer.The mismatch of producing behavior and consumer behavior determines our country must actively seek the cooperation with other countries.Based on adhering to the principle of shared carbon emission responsibility,the paper formulates feasible sharing the mechanism of carbon emission responsibility from the angle of industry.This paper makes a combination with the import and export trade data of our country.Based on input and output data,the paper makes a research of industry trade implied carbon emission,carbon emission intensity and trade implied carbon emission distribution in industry.According to the results of research,the paper ranked the industries of our country in accordance with the implied carbon emission.The paper selects three major industries as the research object of our country shared carbon emission responsibility based on carbon emission intensity.Through the establishment of the shared carbon emission responsibility model,the three major industries is decomposed into three industrial chain to study the carbon emissions responsibility in production process.The paper allocates carbon emission responsibility to the industrial chain,which is downstream on its own,producers,and final consumers to define the specific industry implied carbon emission responsibility of each part.Specifically shared responsibility of each industry is actually allocating carbon emission responsibility to producers and consumers under a certain proportion.The principle of shared carbon emission responsibility embodies "matching benefit and responsibility" and let product producers and consumers share the responsibility for carbon emission jointly.
