The sustainable development of society and the unreasonable exploitation and utilization of rivers by human beings have seriously affected the ecology of rivers and lakes,and the water quality of rivers has deteriorated repeatedly.In China,various rivers have experienced various threats,especially the deterioration of water quality,the change of hydrological conditions and the degradation of aquatic environment,which have seriously affected the water environment.In this context,in November 2016,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Opinions on the Comprehensive Promotion of River Chief System,which clearly implements river chief system to solve China's complex water problems.The work of river chief system subdivides the tasks of river work from different angles of water,which ensures that the river has a healthy and good ecological environment for a long period of time.Based on the concept of river chief system of green development,this paper mainly does the following research:(1)Establishment of river health evaluation index systemHealthy rivers are the guarantee of human economic development,but considering the need of sustainable operation of river life,it must include three aspects: River itself,social economy and river ecological environment.On the basis of summing up the achievements of the researchers,this paper establishes a river health assessment system with 22 characteristic indicators from seven aspects: water resources,water shoreline,water environment,water ecology,water pollution,water culture and water law enforcement,using the mathematical method of extensible matter-element comprehensive evaluation in operational research,combining with the six tasks of river length system and combining theory with practice.(2)Exploration based on engineering examplesTaking Cao'e River in Zhejiang Province as the research object,based on the field investigation,the foreseeable problems of the river are analyzed.Then,based on the statistical analysis of historical and basic data,the extension matter element comprehensive evaluation method is used to evaluate river health quantitatively.By consulting expert method and questionnaire survey method,using AHP-entropy weight method and AHP-DEMATEL two subjective and objective weight determination methods to confirm the weight of each index,and the calculation results were compared and analyzed and mutually verified,thus providing a basis for the proposed countermeasures.Finally,on the basis of the calculation results,taking the problems and needs as the orientation,and taking Xiumei River and Lake as the standard,the countermeasures to improve the water environment quality of rivers and lakes,the water landscape on both sides and the watershed water culture are discussed.
