Research On The Practice Of River Chief System In Shanxi Province

People have a long history of governing the river.Life is inseparable from water and the inheritance of civilization cannot be separated from the river.River Chief system has been inherited and developed from the ancient idea of governing the river.It inherited the philosophy of "integration of man and nature",followed the governance method of special management,and combined with the actual situation of Chinese society according to the socialist ecological civilization.Looking back on the River Chief system process of formulation,its proposal is an important innovation in the construction of a socialist ecological civilization,and also an inherent need to protect the Yellow River.This article introduces the characteristics of rivers in Shanxi,combining with the actual situation since the implementation of the River Chief system in the context of heavy industry.This article summarizes the experience of previous people's governance and the context of river governance in Shanxi Province,then discusses the latest measures of the River Chief system in recent years.It introduces the organization system,function,operation mechanism and the characteristics of River Chief system from the party-government relations and bureaucracy.Meanwhile,point out shortcomings with specific examples in River Chief practicing,such as: lack of compensation mechanism for aquatic resources,social mobilization,public oversight and professional talents;reward and punishment system is not standardized;river delimitation is not clear.Drawing on the advanced ideas of river management in other provinces and western countries includes that,reducing the resistance during the implementation of the River Chief system through the path of incremental change and attracting more social subjects to participate in the governance.To introduce high-level and high-quality talents is for unleashing the power of diversity.Only by clarifying the scope of river management can we better manage and complete the delimitation of rivers,we need the power of thelaw.To establish effective assessment and accountability mechanisms can change the traditional view of leaders'.Advocating "green governance" can make River Chief system to a long-term modern governance system.Adapting to local conditions,legalization,participation of the whole society is the key to build modern river management system.
