Research Oil Public Participation In Water Environmental Protection Mechanism

Taking Dianchi Lake as an example,China's water environmental protection issue has always been concerned by the society.However,in the past few decades of water environmental protection,China has been using the traditional government-led governance model.Although it has achieved initial results,it has been environmentally friendly.There is still a big gap in the requirements.The study can find that it has too much emphasis on technical level governance and neglects to establish a public participation mechanism,so the protection effect is not good.In-depth exploration of the establishment of public participation mechanism for water environmental protection can effectively improve the decision-making level of environmental protection,reduce the capital investment of environmental governance,and facilitate the transformation of government functions and the construction of service-oriented government.The public participation mechanism refers to the entire system of various means used to achieve public participation.It includes five aspects:participation subject,scope of participation,participation path,participation process and guarantee mechanism.At present,China's public participation mechanism has the problems of single participation,limited participation,poor participation,lack of systematic regulations and insufficient guarantee mechanisms.Expanding the scope of public participation,opening up public participation channels,standardizing public participation procedures,establishing and improving public participation guarantee mechanisms and incentive mechanisms are the path choices for establishing and improving public participation in water environmental protection mechanisms.
