Research On HSE Management Strategy Of A Chemical Factory

Now the chemical industry is facing a severe security situation.The frequent occurrence of safety accidents not only causes economic losses,casualties and negative social impact to factory,but also directly causes factory to stop production and rectify.HSE management has been used in petrochemical industry for many years.Improving HSE management is not only the external requirement of supervision such as laws and regulations,but also the internal demand of factory survival and development.Taking A chemical factory as the research object,analyses the existing HSE management system,focus on safety management research and analysis,use risk identification & evaluate method to complement and improve the HSE management system.Select chlorination and hydrogenation reactions of A chemical enterprise as the analysis objects,introduce risk analytical methods to quantify safety risks.Analyze the advantages and disadvantages of various risk identification and assessment methods,select hazard operability analysis(HAZOP)to carry out qualitative risk analysis and consequence grading for process units,and suggestions and measures are given.LOPA is used to further quantitatively analyze the process deviation with high risk consequence grade,ensure that the probability of accidents is within the acceptable level of enterprises.Through the analysis of HAZOP and LOPA,concluded that safety management,automation,process equipment and other rectification measures,HSE risk perception has changed from sensory to digital,and A chemical factory have a deeper understanding of the situation of production equipment.According to the conclusions of HAZOP and LOPA analysis,safety management of chlorination and hydrogenation reaction is improved,safety equipment and facilities are added to reduce safety risks in production process.It has a strong application value for HSE safety management of A chemical factory,improve the HSE management level of A chemical factory,and can also be used as a reference case for other fine chemical HSE management system improvement.
