China is the country with the largest carbon dioxide emissions in the world.Under the carbon peak commitment, the research on emission reduction path is the current important demand of the country. As the core driving force of emission reduction, technical effect has always been a research hotspot in academia, but the existing literature is almost based on the broad concept of ?technical progress?,ignoring the separability of the technical path. What really plays a role in carbon reduction should be "low carbon technology".Some documents qualitatively analyze the decisive role of low-carbon technology in carbon emission reduction, but few literatures are based on empirical research on low-carbon technology progress and carbon emission intensity. Therefore, this paper uses a combination of theory and empirical research to study the impact of low-carbon technology advances on carbon emission intensity, help to formulate scientific and effective macro-low-carbon technology policies, promote the technological innovation choices of micro-enterprise entities, and thus change the macroeconomic status..On the one hand, the improvement of low-carbon technology directly reduces the carbon emission intensity by improving the utilization rate of traditional fossil energy, carbon capture and storage, and on the other hand, using carbon-free technology to produce clean and efficient energy, and indirectly suppressing carbon emission intensity by optimizing energy consumption structure. From the reality, under the promotion of the policy environment,China's low-carbon technology patents have shown explosive growth in recent years, and the progress of low-carbon technologies is mainly concentrated in the field of clean energy technology. At the same time, the proportion of domestic coal consumption continued to decline, and the intensity of carbon emissions was slowly decreasing. Therefore,we have reason to discuss that the impact of low carbon technology advances on carbon intensity is mediated to some extent through energy consumption structures. Before the empirical study of the impact relationship, based on the input-output method, the low-carbon technology progress index was measured by the EBM-GML model, and the low-carbon technology progress across the country and provinces and cities was generally on the rise.Through the convergence analysis,it is found that the gap of low carbon technology progress index between different regions still exists, this paper uses the low carbon technology progress index as the core explanatory variable, the carbon emission intensity is the explanatory variable, and the energy consumption structure is the mediator variable. From 2001 to 2016,the inter-provincial panel data, establish a mediation effect model, combined with stepwise regression and bootstrap method to empirically test the impact of low carbon technology progress on carbon intensity, not only focus on the direct carbon intensity inhibition potential of low carbon technology progress, but also explore The mediating role of energy consumption structure in the relationship between low carbon technology progress and carbon intensity. The results show that at this stage, the progress of low-carbon technology is mainly to achieve the suppression of carbon emission intensity by optimizing the energy structure. The industrial structure and population size can significantly increase carbon intensity, and the level of urbanization, per capita GDP,and foreign direct investment have a significant inhibitory effect on carbon intensity. Therefore,China should focus on the reduction of the proportion of low-carbon technology to the fossil energy, and through the policy coordination and coordination to give full play to the intermediary role of energy structure optimization,as soon as possible to achieve the policy goal of a significant decline in carbon intensity.
