A Research On Intergovernmental Cooperative Governance In Transboundary Water Pollution

The integrity characteristic,“Glocalization” characteristic and complexity and difficulty of governance of water pollution make it easily become transregionally and trans-valley basin public events,when it cannot be controlled precisely.However,the traditional administrative model is not sufficient to deal with transboundary water pollution.Related researches have shown that good cooperation among local governments is an effective mean to solve this issue,and the intergovernmental cooperation has practical necessity and feasibility,therefore,governance of intergovernmental cooperation emerged.But from the “economic man” attribute of local governments,there are many obstacles to conquer among local governments’ cooperative governance.The paper first analyzes the three problems of cooperative governance,such as differences of ecological values,differences of benefit structure,obstacles of system of organization and mechanism,then points out the causes of these problems,such as the missing of cooperative idea,the input-output considerations and competition for the distribution of benefits,pending reform of system of organization and mechanism.Finally,on the base of the reference to the international experiences of water pollution control of Germany,the United States and Japan,the paper provides there solutions to digest the plights of cooperative governance of water pollution,which are: promotion the cognition of ecological values,balance the differences of benefit structure,padded the “short board” of system and mechanism.
