Research On Ecological Sensitivity Evaluation And Optimization Strategy Of Heixiazi Island

Owing to a special geography advantage(one island and two country),Heixiazi Island plays a significant role in building Sino-Russian Free Trade Zone under the grand political background of ‘promoting the development and opening of border region and accelerate Heilongjiang's economy growth'.Whereas,dominant ratio of land use on this island tributes to eco-protection zone,sensitivity of the eco environment is a fragility.How to alleviate the contradiction between its development and protection becomes a social-spotting issue in sustainable development.Author of this thesis believes,the key to this issue is its ecological environment and natural resources.This thesis takes eco-sensitivity evaluation and eco function-zoning as theoretical base,and uses ecology and eco-evaluation principles and methods to explicitly recognize Heixiazi Island's major problems,then proceeds to its eco-function zone's protection and optimizing development strategies.This thesis explicates the purposes and senses of this research and defines the concept of Eco-Evaluation,Eco-Sensitivity,and Evaluation of Eco-Sensitivity.The author also studies the domestic and abroad research and practices of Eco-Sensitivity Evaluation,landscape ecology in order to consolidate the contents and methodology out of the comparisons.From the studies above,the thesis distilled factors that oriented Heixiazi Island's sensitivity involving 5 dimensions: terrain,land-use type,water-environment buffer zone,animal's variety,people's activity.Then its uses AHP(analytic hierarchy process),Delphi Technique,etc.to confirm the weighing of each element aiming to find a core factor influencing Heixiazi Island's eco protection and development.At the final stage,the author uses GIS Techniques focusing on confirmed evaluating factors to build single-factor evaluation model to evaluate the eco-sensitivity of Heixiazi Island.It also generates results of eco-sensitivity in various zones of Heixiazi Island according to a weighing calculation with single-factor.Based on the results,the thesis builds protection and development's spatial layout,thus eventually proposes optimizing strategies.These strategies will be specified from 5 aspects as,Guide of eco-sensitivity,space regulation of major construction zones,confirming land use regulation,low-impact development mode,policy design and its implements,to serve as a dedicated think tank of Heixiazi Island's protection and development.The author hopes this thesis would contributeas affective study case and reference to the development and protection of domestic eco-zones in China.
