As an iron and steel enterprise with an important pillar industry of China's national economy,the overall industrial chain accounts for 8.8% of China's GDP,and its status is very important.With the in-depth advancement of steel production capacity,the deep environmental governance,and the accelerate the requirements for high quality development,China's steel industry is facing new development opportunities and challenges.Under the background of reduction,quality improvement,green and intelligence,The development task of theChina's Steel industry focuses on the core of “high quality”.Human resources are the first production factor for the development of “high quality” of enterprises.Human resources development and management should be upgraded to the strategic position of the industry and enterprises,and human resources planning should be used to enhance the overall human resources of the company.This paper firstly combs the relevant research status of human resources planning at home and abroad.After the development of Heilongjiang Jianlong Iron and Steel Co.,Ltd.,the current situation of human resources,and the status quo of human resources management,it is proposed to comply with Heilongjiang Jianlong Iron and Steel Co.,Ltd.The human resources master plan and business plan for the three years from 2019 to 2021,and on this basis,the implementation strategy and corresponding safeguard measures for human resources planning in the next three years are formulated.The research results of this paper will provide theoretical support and decision-making reference for the practice of Heilongjiang Jianlong Iron and Steel Co.,Ltd.and the domestic human resources management of the same type of steel enterprises.
