The urbanization level is an important indicator to measure a country’s economic development. On the background of downward pressure of economy and it is gradually moving into the new normal,China’s urbanization process is an effective means not only increase economic growth but also narrow the gap between urban and rural places. However, due to the phase characteristics of china’s economy development, a lot of problems becoming more and more prominent during the process of urbanization. Due to the reason that china’s urbanization process started late and developed rapidly, the city development is not reasonable, it ignores the cost of resources and environment especially the environment pollution, its seriousness and urgency of governance present a warning to China who is facing transformation. How to play the role of urbanization in promoting economic growth and narrow the gap between urban and rural areas, but not bring tremendous pressure to environment at the same time, this problem, for the Chinese government, has become urgent to solve. Therefore, this paper intends to analyze and discuss it, in order to seek solutions.Based on the comprehensive analysis of the relevant research literature, this paper using the population urbanization index and eight pollutant indexes in industrial and domestic of 31 provinces from the time of 2002 to 2012, analysis the present situation of urbanization and environment pollution, then using the panel data model, analysis the relationship between the urbanization and environment by EKC curve, and finally come to the conclusion.According to the rule of development of S style of urbanization, the results show that most eastern provinces’urbanization are in phase of slow growth stage in an s-curve while most central and western provinces’urbanization are in phase of rapid growth stage in an s-curve, and its growth rate in the next period of time is higher than that of most of the eastern region. The environmental pollutants from the industrial and life are concentrated in a few provinces. The largest reductions in industrial pollution concentrated in the Midwest in the past 10 years, however, the Midwest is still accounted for a large proportion of industrial pollution, it is still the focus of emission reduction in a long time. At the same time, the relationship between the pollutant indexes and the level of urbanization shows obvious difference. The introduction of control variables show difference to industrial and life. In pollution reduction, we should fully consider the characteristics of some pollutants exist concentration in a few provinces, and combing with the trend of local urbanization development to solve the pollution during the new urbanization in line with local conditions.’...
