Under the new economic development situation,the unique advantages of state-owned enterprises in the past have gradually changed.In the face of increasingly fierce competition,how state-owned enterprises can use their own advantages to consolidate and improve their status is an important issue before all leaders.If you want to improve the competitiveness of enterprises,you must improve the level of enterprise performance management.Therefore,this study focuses on the problems existing in the performance management of A state-owned enterprises under the market economy and the optimization plan.Based on the analysis of the performance management system of A enterprises,it reveals the problems in the performance management of A enterprises,and put forward an optimal plan for how to solve these problems.Firstly,this study discusses the research background,research significance,current research situation and theoretical foundation of performance management,and expounds the four stages of performance management and the six principles to be followed in the process of performance management.Afterwards,this study analyzes the current performance management system of A enterprises and its characteristics.This paper deeply analyzes the existence of the performance management system of the enterprise,the low degree of emphasis on performance appraisal,the inconsistent scoring scale of qualitative indicators,the unreasonable evaluation cycle setting,the unclear purpose of performance appraisal,the imperfect performance management steps,and the neglect of the participation of the evaluated person.The problems such as the incomplete track record of performance information and the imperfect performance feedback mechanism,find out the outstanding problems in the performance management of state-owned enterprises represented by A enterprises.Finally,in view of the problems existing in A enterprise performance management,the STSP model of A enterprise performance management is proposed.This model includes four aspects: strategic height,team planning,management system,and supporting platform,then describes how to optimize in these four areas.Taking A enterprise as an empirical study,this paper makes a reasonable analysis of its problems in performance management,and puts forward the establishment of A enterprise performance management transformation model,which provides theoretical guidance and reference for the optimization of performance management of state-owned enterprises in China.
