A Study On The Government Functions In The Development Of Coal-Electricity-Aluminum Industry In Tongliao City

The coal-electricity-aluminum industry has formed an integrated industry by merging together three independent but closely linked industries: coal,electricity,and electrolytic aluminum.The natural resources and geographical conditions of Tongliao are more suitable for the development of coal-electricity-aluminum industry.After more than 20 years of development,it has become one of the pillar industries in Tongliao,and it occupies a large proportion of the industrial economy.Through the development of coal-electricity-aluminum industry,Tongliao has gradually solved the imbalance between abundant lignite resources and low economic benefit.However,as a high-energy-carrying industry,the coal-electricity-aluminum industry has produced some issues under the current background of “de-capacity”.As a city located in a minority border area,under the influence of the dual factor in maintaining national unity and social economic development,Tongliao has enhanced industrial economy,improved production and living conditions of minority areas through the development of coal-electricity-aluminum industry,resulting in positive effect.In terms of industrial development,the government and the market adjust and influence its healthy and rational development through different roles of macro and micro perspectives.Therefore,in the development of Tongliao's coal-electricity-aluminum industry,it is necessary to encourage the government to actively perform its duties and play its own role while following the objective economic law.It is necessary to adhere to the regulatory role of the market,but also pay attention to the regulatory role of the government.The two should complement and coordinate with each other instead of replacing each other.This article first introduces the basic conditions for the development of the coal-electricity-aluminum industry in Tongliao,and describes the government functions in the industry.Then,beginning with the relationship between the government and the market in industrial development,it is proposed that the government should play the roles of guidance,public service provision,and supervision and management in the development of coal-electricity-aluminum industry.Through the foreshadowing of the three types of roles,five types of problems have been raised and analyzed: the lack of early-stage planning,the technology content of existing industries is not high and the level is low,unsubstantial supporting capacity,insufficient supervision of the company and the governmental intervention with the enterprise.Finally,countermeasures and suggestions have been proposed to strengthen the government function,such as transforming the concept of development and improve the performance evaluation mechanism,the government comprehensive development plan that combines industrial and spatial planning,actively guide industrial transformation and upgrading,the strengthening of public service platform construction,the improvement of industrial support systems,and the provision of public goods to create a favorable development environment,etc.This article intends to provide a clear idea and direction for the development of the coal-electricity-aluminum industry and specific recommendations for the government in defining its own function by studying the government's role in the industry development.It is conductive to further improving the quality and level of the development of the coal-electricity-aluminum industry,and breaking down the institutional obstacles in the process of industrial development,which also has implications for the development of other industries in Tongliao.
