Since the winter of 2017,the monthly average PM2.5 concentration of Yangquan City during the winter heating period has shown a clear downward trend,and the winter air quality has improved significantly.The residential heating"coal-to-electricity" is an important part of the management of scattered coal combustion.Quality improvement has made an important contribution to the reduction of PM2.5.Due to the high cost of the residential heating"coal-to-electricity"project and the electricity price issues involved in the later residential heating,and the environmental benefits brought by the policy are not intuitive,the policy is not yet understood by the general public.Therefore,a quantitative analysis of the environmental gains and losses of the "coal-to-electricity" policy for residential heating in Yangquan is of great significance to the promotion of the implementation of the "coal-to-electricity" policy for residential heating.This article first analyzes the air quality changes in Yangquan City from 2016 to 2020.Then it analyzes the improvement of air quality caused by the"coal-to-electricity" heating of residents in Yangquan City,and the contribution of the"coal-to-electricity" heating of Yangquan residents to the reduction of atmospheric environmental PM2.5 mass concentration is obtained.Then,the economic benefits of human health brought by the "coal-to-electricity" policy for residential heating are calculated,and the environmental benefits resulting from the implementation of the"coal-to-electricity" policy for residential heating are obtained.It also calculates the cost and net benefits of the policy of "Coal to Electricity" for residents in Yangquan City.The main conclusions drawn are as follows:(1)Judging from the number of days with good air quality and changes in the air quality index,the air quality in Yangquan City has improved significantly from 2016 to 2020.PM2.5 pollution in Yangquan City has seasonal characteristics,high in winter and low in summer.From March 2016 to January 2021,PM2.5 pollution in Yangquan City has shown a significant downward trend;in 2020,the annual average mass concentration of PM2.5 in Yangquan City is higher than that in 2016.A year-on-year decrease of 33.4%;the monthly average mass concentration of PM2.5 during the heating period from 2020 to 2021 was reduced by 33%compared with the heating period from 2016 to 2017.From 2016 to 2020,the PM2.5 pollution in Yangquan City has improved significantly.(2)Due to the implementation of the "coal-to-electricity" policy for residents in Yangquan City,the monthly average PM2.5 mass concentration during the heating period of 2020-2021 in Yangquan City will drop by 5.6 μg/m3 compared with the heating period of 2016-2017.Yangquan City will be in 2020.The average PM2.5 mass concentration was 2.4μg/m3 lower than the average annual PM2.5 mass concentration in 2016.The implementation of the "coal-to-electricity" policy for residential heating in Yangquan has a significant effect in reducing PM2.5 emissions.(3)Using the relative risk model of Poisson regression,calculate the health risks before and after "coal to electricity",and then calculate the change in health risk caused by the reduction of PM2.5 mass concentration caused by "coal to electricity".Use the statistical life value method(VSL),disease cost method,benefit conversion method and questionnaire methods in the willingness to pay method to calculate the unit health economic value under each health endpoint.Finally,it is concluded that the health benefits of the various health endpoints brought about by the PM2.5 emission reduction contributed by the "coal-to-electricity" policy of residential heating are:respiratory system disease deaths of 610,000 yuan;cardiovascular disease deaths of 610,000 yuan;respiratory system Hospitalization of 396,000 yuan for diseases,210,000 yuan for cardiovascular diseases;274,000 yuan for medical outpatient visits;1.651 million yuan for acute bronchitis;45.91 million yuan for chronic bronchitis;85,600 yuan for asthma;total 49,745,200 yuan,Accounting for 0.07%of Yangquan’s 2019 GDP.(4)The cost and net benefit of the "coal-to-electricity" project for residential heating in Yangquan City from 2017 to 2020 were analyzed and calculated,and the total investment cost of the "coal-to-electricity" equipment for residential heating in Yangquan was 213.512 million yuan.A total of 237.047 million yuan.The"Coal-to-Electricity" project for residential heating in Yangquan City reduces the consumption of loose coal by 439,800 tons each year,bringing a total of 439,800,000 yuan in economic benefits.The "Coal-to-Electricity" project for residential heating in Yangquan City brought a total of 49,746,600 yuan in environmental benefits,a total of 439.8 million yuan in the reduction of loose coal consumption,and a total net benefit of 38,898,600 yuan.Finally,it puts forward relevant policy recommendations for residents’ heating"coal-to-electricity" transformation methods,rural building transformation,policy propaganda and subsidy policies.
