In recent years,the situation of resources and environment in China have become more and more severe.Facing the objective demand of national energy conservation and emission reduction,the low-carbon transformation of China's high-carbon industry has become the trend of the times.In view of the effectiveness of low-carbon transformation transformation China's high-carbon industry,the paper focuses on the motivation of low-carbon transformation of China's high-carbon industry.According to the logic main line such as "dynamic attributes extraction-dynamic quantitative measure-dynamic lifting strategy design" of low-carbon transformation of China's high-carbon industry,the relevant research work can be summarized as follows:(1)The extraction research of dynamic attributes of low-carbon transformation of China's high-carbon industry.First of all,the development situation of China's high-carbon industry is combed,And then,on the basis of previous studies,drawing lessons from the thought of system theory the dynamic attributes of low-carbon transformation of China's high-carbon industry are refined according to the dynamic source and specific characterization.(2)Dynamic measure research of low-carbon transformation of China's high-carbon industry.On the basis of refining the dynamic attributes of low-carbon transformation of China's high-carbon industry,the paper further constructs the evaluation index system of low-carbon transformation dynamics of China's high-carbon industry.Combined with the objective reality of statistics continued perfection of China's high carbon industry,improved fuzzy measure and Choquet fuzzy integral are defined,and a model for dynamic measure of low-carbon transformation of China's high-carbon industry is constructed.Then the typical high carbon industry—steel industry is taken as an example for empirical analysis.(3)Promotion strategy research of dynamic of low-carbon transformation of China's high-carbon industry.Based on the analysis of infectious disease model,the SEIR model of low-carbon technology diffusion of high-carbon industry is constructed.On this basis,we use the software anylogic to construct the systemdynamics model of high-carbon industry's low-carbon technology diffusion and carry on the system simulation.The conclusions can be summarized as follows:(1)The output value of the representative high-carbon industry is basically stable as a proportion of the total industrial output value,the total energy consumption of representative high carbon industry shows a slight upward trend and the effect of low carbon transformation in different high-carbon industries is significantly different.The dynamic factors of low-carbon transformation of China's high-carbon industry are defined as "endogenous dynamic factor" and "exogenous dynamic factor".The "endogenous dynamic factor" is further refined into "endogenous supporting factor" and "endogenous traction factor",and "exogenous dynamic factor" is further refined into "exogenous thrust factor" and "exogenous pulling force factor".(2)Dynamic measure research of low-carbon transformation of China's high-carbon industry on one hand demonstrate the feasibility and effectiveness of the model.On the other hand,it also shows that the low-carbon transformation power of China's iron and steel industry still has a lot of room for improvement.(3)According to the simulation results of promotion strategy research of dynamic of low-carbon transformation of China's high-carbon industry,four countermeasures are proposed :(1)Multi-channels to create low-carbon technology diffusion sources;(2)Multi-levels to promote low-carbon technology transfer willingness;(3)Multi-methods to increase the success rate of low-carbon technology transfer;(4)Multi-aspects to improve the utilization rate of low-carbon Technology.
