| In order to promote the improvement of the ecological environment, and return to the people a good high-quality ecological environment, the 18 th National Congress of the Communist Party of China, and the 19 th National Congress of the Communist Party of China had proposed the construction of a socialist ecological civilization. However, with the development of the economy, the ecological environment of the Beijing-Tianjin-Hebei region has been seriously damaged. As an ecological conservation area of Beijing and Tianjin,Hebei Province has important significance for studying the ecological footprint of Hebei Province and measuring its ecological sustainable development capability. This paper uses the ecological footprint model to measure the relevant indicators of the ecological footprint of Hebei Province from 2006 to 2016,including the total ecological footprint, total ecological capacity and the corresponding per capita value. Finally, the ecological deficit or surplus of Hebei Province is measured.Based on the measured data, the dynamic analysis of time series is used to study the specific problems of ecological profit and loss in Hebei Province, and the STIRPAT model is used to analyze the influencing factors of ecological footprint in Hebei Province. In order to make the measurement results of ecological footprint related indicators more accurate and realistic, this paper selects “health hectare” of Hebei Province instead of “global hectare”,and then determines the consumption of beef, mutton and fresh milk according to the proportion of livestock products to grassland and cultivated land. The proportion of grassland and cultivated land occupied by the ecological footprint of the product. The results of the final measure and dynamic analysis are as follows: the ecological footprint of Hebei Province from 2006 to 2016 showed a clear upward trend, while the fluctuation of ecological capacity was small and remained basically stable;the main ecological footprint of Hebei Province was mainly due to excessive fossils. The main reason for the relatively low ecological capacity of energy consumption is that each type of land is small and does not form intensive production; The annual ecological profit and loss results are measured as high ecological deficits, and the ecological deficit is gradually increasing with the increase of ecological footprint. It shows that the annual development of Hebei Province is in an ecologically unsustainable state, and the situation is getting worse; From the measurement and analysis of Hebei Province’s GDP ecological footprint,it is concluded that the efficiency of using resources in Hebei Province is constantly improving, and it is divided into two stages. The first stage reduces the speed quickly, while the second stage reduces the speed, indicating the resource utilization. There is a decline in the rate of growth, but overall the cost of environmental development in Hebei Province is declining. In the analysis of the factors affecting the per capita ecological footprint of Hebei Province,it shows that the population size, urbanization rate, tertiary industry output value to GDP ratio, energy processing conversion efficiency and per capita disposable income are negatively correlated with per capita ecological footprint. The output value as a percentage of GDP and the Engel coefficient are positively correlated with the per capita ecological footprint. Finally, aiming at the development status of Hebei Province, propose countermeasures: find new development momentum, optimize industrial layout;develop green agriculture and modern agriculture, improve the ecological capacity of cultivated land;build a new energy system to achieve clean development;strengthen environmental governance, return to Hebei high-quality ecosystem. |
